It is recommended that the City Council, Successor Agency, Stockton Public Financing Authority and Stockton Parking Authority adopt by motion the 2019 Concurrent City Council/Successor Agency/Stockton Public Financing Authority/Stockton Parking Authority Meeting Calendar.

DISCUSSION

 

Background

 

City Council Policy outlines that the City Council/Successor Agency/Stockton Public Financing Authority/Stockton Parking Authority meets regularly on Tuesday evenings to conduct business in the designated City Council Chamber.  An annual calendar is adopted each year designating the meeting schedule.

 

Present Situation

 

The attached Meeting Calendar (Attachment A) for 2019 is consistent with the meeting pattern approved by City Council for the 2018 calendar year.  In the 2018 calendar year, the City Council dedicated a meeting each month for regular business items while setting aside at least one Study Session date each month to allow for more Council dialogue and feedback related to priority topics.  Through July of 2018, the City Council has met 16 times (7 regular meetings, 8 Study Sessions, 1 special meeting with the County), for an average of more than 2 meetings per month.  Key topics that were addressed through Study Sessions this year include utility billing, strategic planning, homelessness, funding future development, the City annual budget and the General Plan and affordable housing.  One adjustment to the 2019 proposed Meeting Calendar is more regular Council meetings in the months of May, June and December when we typically have a higher volume of business items.

 

In addition to setting aside time for Study Sessions, the proposed 2019 calendar continues to meet the Council objective established in 2018 for addressing the needs of the City while remaining sensitive to other public agencies.  The proposed calendar maintains the more efficient process of agenda preparation that has allowed staff resources to be more focused on other Council priorities.  Furthermore, the early planning and publication of the agendas will continue to allow greater transparency, engagement and public participation.  Members of the City Council and the public will continue to have additional time to inspect documents prior to consideration and voting.

 

Some time-sensitive or unanticipated agenda items may continue to surface from time to time.  In these instances, during the past year, those items have been added to the regular meeting date of study sessions as needed.  All Council agenda items have been able to be accommodated in a timely manner in 2018, with some being presented in the numerous Study Sessions noted above.

The attached Meeting Calendar for 2019, which is also subject to change, depicts regular and special meetings, holidays and the existing 9/80 schedule.

 

FINANCIAL SUMMARY

 

There is no direct financial impact to the City of Stockton with this action.
