RECOMMENDATION

 

Staff recommends that the Planning Commission conduct interviews for the Cultural Heritage Board candidates, appoint nine members, and forward the appointments to the City Council for approval.

DISCUSSION

 

The Cultural Heritage Board is a nine-member body with six current members. The four-year terms of all six Cultural Heritage Board members expired on December 31, 2017. This leaves nine vacancies on the Board until new members can be appointed. All six incumbent board members will continue to serve until the positions are filled by the Planning Commission and approved by the City Council.

 

Section 16.220.040.A of the Stockton Municipal Code (SMC) provides that the nine members of the Cultural Heritage Board be selected and appointed by the Planning Commission, with the approval of the City Council.

 

SMC Section 16.220.040.A.1 provides that, to the maximum extent possible, the Board shall have at least one member from each of the follow categories: one member with extensive real estate experience in the City, one member with extensive experience in the construction industry, an architect licensed by the State, a historian, a professional archaeologist, and a resident of the City for over forty years. Currently, the Board lacks a professional archaeologist. Cultural Heritage Board members serve for a term of four years.

 

In response to the City’s recruitment for the expiring positions, 13 individuals, including the four incumbents, submitted applications (Attachment A - Redacted Applications) for appointment to the Cultural Heritage Board.

 

Consistent with current selection procedures, staff will ask each of the candidates three or four specific questions and Planning Commissioners will rank each of the candidates based on their responses using score cards that will be provided by staff. The score cards will then be tallied by the City Clerk and the top nine candidates will be appointed to the Board and forwarded to the City Council for approval. All votes and selections will be made public.
