SUMMARY

 

This report is to inform the Civil Service Commission of action taken by the Interim Director of Human Resources approving the classification specification of Water Systems Supervisor. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file them with the Secretary of the Commission.

 

City Council, at its July 17, 2018 meeting, approved resolution 2018-07-17-1111 creating the represented classification of Water Systems Supervisor for the Stockton Municipal Utilities Department and approving the proposed salary range.

 

DISCUSSION

 

The Municipal Utilities Department requested the establishment of a new classification of Water Systems Supervisor to be placed within the classified service of the civil service system and represented by the Water Supervisory bargaining unit.

 

This single-incumbent, supervisor level position will lead assigned staff and work activities for the City’s Water Distribution section of the Water Resources Division. In addition, it will ensure that the City is in compliance with regulatory requirements in the absence of the Water Systems Superintendent. Establishing a new Water Systems Supervisor classification will assist the Municipal Utilities Department in hiring a well-qualified employee to perform the complex duties of supervising the City’s Water Distribution section. 

 

The Water Supervisory bargaining unit reviewed and supports the new specification. The new class specification is attached for your information as Attachment A.

 

AUTHORITY

 

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.

 

Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees provides that the class specification shall be deemed approved when the Director of Human Resource affixes his or her signature and it is filed with the Secretary of the Commission.
