APPROVE MOTION TO AWARD A SERVICE CONTRACT FOR PARK AND LANDSCAPE PEST CONTROL

RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Reject the low bid of Advanced Integrated Pest Management of Manteca, CA, in the amount of $43,875, pursuant to Stockton Municipal Code section 3.68.160(B).

 

2.                     Approve the plans and specifications for Park and Landscape Pest Control, Project No. OM-17-010.

 

3.                     Award a one-year Service Contract in the amount of $59,880 to Animal Damage Management of Morgan Hill, CA, for Park and Landscape Pest Control, Project No. OM-17-010.

 

4.                     Authorize the City Manager to execute up to three one-year extensions to this Service Contract, at an annual cost of $59,880, for a cumulative four-year contract total not-to-exceed the amount of $239,520.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Park and Landscape Pest Control contract provides comprehensive, on-going rodent control services at 26 public park and streetscape locations where squirrels, voles, and moles have been most active.  Nine of the locations are maintained by the Stockton Consolidated Landscape Maintenance Assessment District, and 17 are maintained by the City’s General Fund (Attachment A).  The Service Contract is for an initial one-year term with up to three one-year extensions.

 

On May 4, 2017, the City received four bids for this project.  Advanced Integrated Pest Management (Advanced IPM) of Manteca, CA, submitted the low bid in the amount of $43,875.  This bid is non-responsive due to failure to comply with the project's minimum bond requirements.  The second low bid from Animal Damage Management of Morgan Hill, CA, in the amount of $59,880 is regular in all respects (Attachment B).  Consideration of award of this project was delayed due to funding restrictions in the Fiscal Year (FY) 2017-18 operating budget for Parks. 

 

Staff recommends Council approve the plans and specifications for the project, and award a one-year Service Contract to Animal Damage Management, in the amount of $59,880, with the option for three one-year contract extensions.

 

DISCUSSION

 

Background

 

Public Works is responsible for maintaining over 650 acres of public parks.  This acreage includes 50 parks where maintenance funding is provided through the City’s General Fund, and 12 parks where maintenance is funded by the Stockton Consolidated Landscape Maintenance Assessment District.  In addition to park sites, Public Works is responsible for maintenance of approximately 100 acres of landscaping along streets, medians, public open spaces and overpasses, landscaping for City building and properties, as well as weed control for over 14 acres of non-irrigated slopes and approximately 12 acres of undeveloped park sites. 

 

All maintenance services are contracted.  Contracts are administered by Public Works, including weekly inspections.  Routine inspection includes monitoring each site for potential safety concerns, including rodent activity.  Sites exhibiting excessive rodent activity are noted and recommended for treatment under the recommended pest control contract, which covers the initial and on-going treatment at these locations.  Pest control is necessary to minimize damage to the landscape and the surrounding environment, and to avoid potential tripping hazards from rodent holes or tunneling.

 

Park and landscaping pest control includes the following general services at 26 identified park and streetscape locations citywide where squirrels, voles, and moles have been most active:

 

                     Control of rodents using mechanical control methods wherever practical.

                     Daily inspection of all traps (all traps to be below ground).

                     Filling of all trenches and holes in affected areas.

 

Of the 26 locations, nine are maintained by the Stockton Consolidated Landscape Maintenance Assessment District, and 17 are maintained by the City’s General Fund (Attachment A). 

 

Present Situation

The Local Business Preference Ordinance, pursuant to Stockton Municipal Code (SMC) section 3.68.090, applies to this contract.  This provides a two percent preference on bidders who have a physical business location within the boundaries of San Joaquin County, and a five percent preference on bidders who have a physical business location within the boundaries of Stockton.  Application of the bid preference did not change the bid order.

 

The Local Employment Ordinance, SMC section 3.68.095, applies to this contract.

 

The bid from Advanced IPM, the lowest bidder, was deemed to be non-responsive due to failure to comply with the project's minimum bond requirements.  Staff recommends rejection of the low bid from Advanced IPM, of Manteca, CA.  The bid from Animal Damage Management, the second lowest bidder, is regular in all respects.  Staff recommends approving the plans and specifications for the project, and awarding the Service Contract to Animal Damage Management, of Morgan Hill, CA, in the amount of $59,880.00 (Attachment B).

 

Consideration of this contract award has been delayed due to funding restrictions in the FY 2017-18 operating budget for Park maintenance.  Funding is available in FY 2018-19.  This Service Contract is a one-year term, with the option for three one-year extensions by mutual agreement to the parties.  The initial one-year term will expire on June 30, 2019.

With the three one-year extensions, the total not-to-exceed contract amount is $239,520.  Funding is now available for expenditures in the first term of the contract through June 30, 2019.  The contract will be funded from Public Works’ Operating Budgets and the Stockton Consolidated Landscape Maintenance Assessment District.  Funding for the remaining years of the contract will be contingent on future annual budget appropriations

 

There is no additional impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
