RECOMMENDATION

 

It is recommended that the City Council adopt a resolution:

 

1.                     Authorizing the City Manager to execute eight Measure K Renewal Cooperative Agreements from the Measure K Bicycle, Pedestrian, and Safe Routes to School and Smart Growth Incentive Programs for a total of $11,448,240; and

 

2.                     Authorizing the City Manager to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Approval of this resolution will result in nearly $11.5 million in Measure K funds being applied to eight projects in Stockton.  Measure K is a half-cent sales tax within San Joaquin County that provides revenue for transportation projects.  The Measure K Program sets aside funding in categorical programs that provide for repairs or improvements to the transportation system.  A portion of the Measure K funding is available to member agencies through competitive calls for projects.  In September 2017, the San Joaquin Council of Governments (SJCOG) announced a call for projects for the Measure K Bicycle, Pedestrian, and Safe Routes to School and Smart Growth Incentive Programs.  A total of $19.63 million of Measure K funding was available for programing to the agencies within San Joaquin County.  On December 15, 2017, the City submitted 12 project applications worth more than $14 million to SJCOG.  Eight of the 12 applications were approved for funding.  Staff recommends that Council authorize the City Manager to execute separate Measure K Renewal Cooperative Agreements for the following projects and funding amounts:

DISCUSSION

 

Background

 

Measure K is a half-cent sales tax within San Joaquin County that provides revenue for transportation projects.  It was originally approved by voters in 1990 for a 20-year term.  In 2006, Measure K was renewed by the voters for an additional 30 years.  The Measure K Program sets aside funding in categorical programs that provide for repairs or improvements to the regional transportation system.  A portion of the Measure K funding is available to member agencies through competitive calls for projects.  As part of the adoption of the 2017 Measure K Strategic Plan, the SJCOG Board approved a combined call for projects for the Measure K Bicycle, Pedestrian, and Safe Routes to School and Smart Growth Incentive Programs.  The goals of the programs are generally to improve bicycle and pedestrian network mobility; provide better connectivity and safety between community activity centers; support infill development, revitalization, downtowns, and the integration of transportation with land use.  

 

On September 29, 2017, SJCOG released a call for projects for the Measure K Bicycle, Pedestrian, and Safe Routes to School and Smart Growth Incentive Programs.  A total of $19.63 million was made available, with $3.85 million from the Bicycle, Pedestrian, and Safe Routes to School Program, $7.78 million from the Smart Growth Incentive Program, and $8 million available for either program.  The call for projects was an open and competitive process available to all local government agencies in San Joaquin County. 

 

On December 15, 2017, the City submitted 12 project applications for funding.  The total funding requested for all 12 projects was over $14 million.  The following project funding requests were submitted:

 

1.                     California Street Road Diet Phase 1 - $2,000,000 requested. This project was recommended as part of the City’s Bicycle Master Plan that was adopted by Council in December 2017.  The project will reduce travel lanes along California Street from Alpine Avenue to Miner Avenue to facilitate the addition of a much-needed north-south bicycle facility to the network.

 

2.                     Central Stockton Road Diet and Striping Connections Construction - $1,116,507 requested.  This project will provide multiple bicycle facilities within central Stockton that will address the need for low-stress bicycle facilities to improve intercity connectivity.

 

3.                     Main Street Complete Streets - $700,000 requested.  This project will develop a Precise Road Plan for Main Street from Aurora Street to State Route 99.  The plan effort will define improvements envisioned for Main Street from Aurora Street to Highway 99.

 

4.                     Miner Avenue Complete Streets Median Improvements - $2,000,000 requested.  This project is part of a larger project on Miner Avenue from Center Street to Aurora Street.  The project will reduce travel lanes to create a complete street with landscaping, bicycle facilities, and enhanced pedestrian facilities.  This Measure K application requests funding to install landscaped center medians along the corridor. 

 

 

5.                     Pacific Avenue Complete Streets Corridor Study - $250,000 requested.  This Corridor Study will assess the feasibility of separated or enhanced bikeways along Pacific Avenue from Hammer Lane to Harding Way. The Pacific Avenue corridor is a priority north-south bicycle facility identified in the City’s Bicycle Master Plan adopted in December 2017.

 

6.                     Safe Routes to School Priority Safety Projects - $1,242,000 requested.  This project constructs crossing improvements, including new raised medians, curb and gutter, curb ramps, and high visibility crosswalk signing and striping at locations throughout Stockton.  The project also restripes roadways to provide new bicycle facilities and calm traffic along priority routes to schools as identified in the City of Stockton Safe Routes to School Plan.

 

7.                     Safe Routes to School Sidewalk Network Completion Project - $2,200,000 requested.  This project is a continuation of efforts to close gaps in the sidewalk network throughout Stockton, specifically near schools. The project will provide a safe path for children walking to schools in targeted locations.

 

8.                     South Airport Way Separated Bikeway - $2,020,000 requested.  This project will add separated Class bicycle lanes and close sidewalk gaps on Airport Way from Martin Luther King Jr. Boulevard to Performance Drive. This project is recommended by the City’s Bicycle Master Plan and will add a much-needed north-south bicycle facility to the network.

 

9.                     El Dorado and Center Street Corridor Study and Design - $400,000 requested.  This Corridor Study will complete planning and plan, specification, and estimate efforts on these parallel, one-way roadways from Acacia Street in central Stockton to Eighth Street in south Stockton. This will add an important north-south bicycle facility to the network and aims to improve connectivity between south Stockton and downtown.

 

10.                     West Lane Complete Streets Corridor Study - $250,000 requested.  This Corridor Study will assess the feasibility of adding a north-south bicycle facility along West Lane from Eight Mile Road to Hazelton Avenue.  The West Lane corridor is a priority north-south bicycle facility identified in the City’s Bicycle Master Plan adopted in December 2017.

 

11.                     Rectangular Rapid Flashing Beacon Installations Project - $711,000 requested. This project will analyze various existing uncontrolled pedestrian crossing locations in Stockton for potential installation of new rectangular rapid flashing beacons, high visibility crosswalks, and curb ramps to improve safety, connectivity, and accessibility.

 

12.                     Bicycle Master Plan East-West Access Road Diets - Alpine and Hazelton - $922,223 requested.  This project would reduce travel lanes on Alpine Avenue and Hazelton Avenue and add Class 2 bicycle lanes.  Alpine Avenue and Hazelton Avenue were identified in the City’s Bicycle Master Plan as critical backbone network facilities which would enhance intercity travel and connectivity.

 

Present Situation

 

On January 29, 2018, SJCOG informed the City that eight of the 12 applications submitted by the City were recommended for funding as follows:

For each project receiving funding, the City must enter into a separate Measure K Renewal Cooperative Agreement with SJCOG.  These agreements outline the responsibilities of each agency and provide parameters for accessing the funds.  Staff recommends Council adopt a resolution authorizing the City Manager to execute eight Measure K Cooperative Agreements from the Measure K Bicycle, Pedestrian, and Safe Routes to School and Smart Growth Incentive Programs for a total of $11,448,240.

 

FINANCIAL SUMMARY

 

Approval of these agreements will result in nearly $11.5 million in Measure K funds being applied to eight capital projects in Stockton.  As shown in the table below, the total estimated cost of the eight projects is $19.5 million, with the $11.5 million in Measure K renewal funds being leveraged with $8 million from other restricted funding sources such as Measure K maintenance and Wastewater Utility dollars.  The projects identified for funding are included in the FY 2018-23 Capital Improvement Plan (CIP), and the funding will be appropriated in FY 2018-19 and FY 2019-20 budgets as part of the annual CIP and Annual Budget.
