APPROVE MOTION TO AUTHORIZE THE CESAR CHAVEZ LIBRARY UPGRADE AND MAINTENANCE PROGRAM PROJECT

RECOMMENDATION

 

It is recommended that the City Council approve a motion authorizing the City Manager to:

 

1.                     Approve the plans and specifications for the Cesar Chavez Library Upgrade and Maintenance Program (Project No. PW1509).

 

2.                     Award a Construction Contract in the amount of $457,000 to JPB Designs, Inc., of Sacramento, CA, for the Cesar Chavez Library Upgrade and Maintenance Program (Project No. PW1509).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

Cesar Chavez Central Library, located at 605 North El Dorado Street, is the City’s main library.  The paint and mosaic tiles on the exterior of the building are deteriorated and in need of repair.  The Cesar Chavez Library Upgrades and Maintenance Program was included in the Fiscal Year (FY) 2016-21 Capital Improvement Plan (CIP).

 

On April 10, 2017, the City Manager approved a Professional Services Contract with WMB Architects to prepare a technical specification and plan for the replacement tiles and painting of the exterior of Cesar Chavez Library.  The painting and tiling plan and specifications were completed in December 2017, and the project was subsequently advertised for construction bids.   

 

On January 25, 2018, the City received two bids for this project.  Staff recommends award of the Construction Contract to the lowest responsive bidder, JPB Designs, Inc., in the amount of $457,000.  Construction is anticipated to begin in summer 2018 and be completed by the end of 2018. 

 

DISCUSSION

 

Background

 

Cesar Chavez Central Library, located at 605 North El Dorado Street, is the City’s main library.  It is the City’s oldest and largest library, with a total exterior surface area of more than 34,000 square feet.  The paint and mosaic tiles on the exterior of the building are deteriorated and in need of repair.  The Cesar Chavez Library Upgrades and Maintenance Program was included in the FY 2016-21 CIP.

 

On April 10, 2017, the City Manager approved a Professional Services Contract with WMB Architects to prepare a technical specification and plan for the replacement tiles and painting of the exterior of Cesar Chavez Library.  The painting and tiling plan and specifications were completed in December 2017, and the project advertised for construction bids.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  The CWTA was not applied to this project, as the estimated construction cost is less than $1 million.

 

Present Situation

 

On December 28, 2017, the project was advertised for bids.  On January 25, 2018, two bids were received with the following results:

 

                     JPB Designs, Inc. (Sacramento, CA)                                                                                    $457,000

                     Pacific Contractors Group, Inc. (Northridge, CA)                                          $597,000

Engineer’s Estimate                                                                                                                                                   $401,250

 

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference Ordinance, apply to this project.  Application of the Local Business Preference has no effect on the bid order.  The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.

 

The bid from JPB Designs, Inc., the apparent low bidder, is regular in all respects.  JPB Designs, Inc. has the proper license to perform the work.  Their bid is 13.8 percent above the Engineer’s Estimate for the project ($401,250), but is within the acceptable range of construction pricing given today’s busy construction market and lack of available construction labor. 

 

Staff recommends Council approve the plans and specifications for the project, and award a Construction Contract to JPB Designs, Inc. in the amount of $457,000.  Construction is anticipated to begin in summer 2018 and be completed by the end of 2018.

 

FINANCIAL SUMMARY

 

The current unencumbered balance in the Cesar Chavez Library Upgrade and Maintenance Program (301-3020-640, Project No. PW1509) is $580,000.  This amount is sufficient to award a Construction Contract in the amount of $457,000 to JPB Designs, Inc. The remaining funds will be expended on contingency, construction inspection, and construction engineering.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
