RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the Notice of Exemption No. CE015-17 under the California Environmental Quality Act for the Traffic Signal and Safety Lighting Modifications

at the Intersections of Pacific Avenue/Castle Street and Hammer Lane/Kelley Drive, Project No. PW9934/PW1529.

 

2.                     Approve the plans and specifications for the Traffic Signal and Safety Lighting Modifications at the Intersections of Pacific Avenue/Castle Street and Hammer Lane/Kelley Drive, Project No. PW9934/PW1529.

 

3.                     Award a Construction Contract in the amount of $405,832 to Tim Paxin’s Pacific Excavation, Inc. of Elk Grove, CA, for the Traffic Signal and Safety Lighting Modifications at the Intersections of Pacific Avenue/Castle Street and Hammer Lane/Kelley Drive, Project No. PW9934/PW1529.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The project will upgrade the existing traffic signals at the intersection of Pacific Avenue at Castle Street, and Hammer Lane at Kelley Drive (Attachment A - Vicinity Map).  The project will upgrade these signals to include protected left-turn signal phasing, wheelchair ramps, additional monitoring cameras, emergency vehicle pre-emption, pedestrian count down displays, and audible signals.  The project improvements will increase visibility, and pedestrian and bicyclist safety.  The project was included in the Fiscal Year (FY) 2014-19 Capital Improvement Plan (CIP).

 

On January 11, 2018, the City received four bids for this project.  Staff recommends award of the Construction Contract to the lowest responsive bidder, Tim Paxin’s Pacific Excavation, Inc., in the amount of $405,832. Staff also recommends that Council adopt a resolution authorizing the filing of Notice of Exemption No. CE015-17 under the California Environmental Quality Act (CEQA).  Construction is anticipated to begin in summer 2018 and be completed by fall 2018.

 

 

DISCUSSION

 

Background

 

The traffic signals at the intersections of Pacific Avenue/Castle Street and Hammer Lane/Kelley Drive do not include protected left-turn signals. The traffic volumes and collision history at these intersections have been assessed and now meet the State and federal criteria for installation of left-turn signals.  The Traffic Signal and Safety Lighting Modifications at the Intersections of Pacific Avenue/Castle Street and Hammer Lane/Kelley Drive project was developed to reduce left-turn collisions and provide a safer operating condition at the two intersections.  The project will upgrade the two existing traffic signalized intersections noted above with exclusive left-turn signal phases, wheelchair ramps, additional monitoring cameras, emergency vehicle pre-emption, pedestrian count down displays and audible signals.  The project was included in the FY 14-19 CIP, funded from Measure K.

 

On May 4, 2016, Stantec Consulting Services, Inc. began the project design.  The project design was completed in December 2017 and advertised for bids.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  The CWTA was not applied to this project, as the estimated construction cost is less than $1 million.

 

Present Situation

 

On December 14, 2017, the Traffic Signal and Safety Lighting Modifications

at the intersections of Pacific Avenue/Castle Street and Hammer Lane/Kelley Drive

project was advertised for bids.  On January 11, 2018, four bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference Ordinance, apply to this project.  The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.  None of the bidders qualify for the Local Business Preference. 

 

The bid from Tim Paxin’s Pacific Excavation, Inc., the lowest bidder, is regular in all respects.  Tim Paxin’s Pacific Excavation, Inc. has the proper license to perform the work.  Staff recommends Council approve the plans and specifications for the project, and award a Construction Contract to Tim Paxin’s Pacific Excavation, Inc. in the amount of $405,832. 

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is categorically exempt from the requirements of CEQA as specified under Article 19, Section 15301, Class 1 of CEQA Guidelines.  The activities related to this project constitutes a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment.  The resolution will approve the filing of Notice of Exemption No. CE015-17 under CEQA. 

 

FINANCIAL SUMMARY

 

The project has an unencumbered balance of $794,500 (PW1529).  This amount is sufficient to award a Construction Contract in the amount of $405,832 with Tim Paxin’s Pacific Excavation, Inc.  The remaining funding will be used for contingencies, change orders, construction management, and staff costs. 

 

This contract will be encumbered as follows:
