RECOMMENDATION

 

It is recommended that the City Council adopt a resolution:

 

1)                     Authorizing a dedication of a street and highway easement and a public utility easement on the proposed future Library site owned by the City of Stockton located along Thornton Road; and

 

2)                     Authorizing the filing of Notice of Exemption No. CE041-17 under the California Environmental Quality Act for the dedication of Easterly portion of Thornton Road between Otto Drive and Stanfield Drive; and

 

3)                     Authorizing the City Manager, or his designee, to take all the necessary and appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The Thornton Road Widening project will widen Thornton Road between Pershing Avenue and Bear Creek from two to four lanes with buffered bicycle lanes, traffic signal improvements, curbs, gutters, and sidewalks. A public utility easement will also be required for future development of the proposed future library site.

 

It now has become necessary for additional right-of-way and a public utility easement to be dedicated by the City of Stockton on the proposed future Thornton Road Library site located south of the Stockton Ballroom at 9602 Thornton Road (Attachment A-Vicinity Map and Attachment B-Aerial Map).

 

DISCUSSION

 

In October 1994, Council adopted specific plans for nine roadway corridors, one of which included the Thornton Road corridor. The Specific Plan for Thornton Road called for the roadway to be widened to six lanes from Pershing Avenue to Bear Creek. The Thornton Road Widening project will widen Thornton Road between Pershing Avenue and Bear Creek from two to four lanes with buffered bicycle lanes, traffic signal improvements, curbs, gutters, and sidewalks.

 

The widening project now requires City Council approval to dedicate City property along Thornton Road at the proposed future library site for additional right-of-way. The proposed Thornton Road Library site is located at 9602 Thornton Road. The dedication will allow for Thornton Road to be widened to the ultimate width per the Specific Plan. Also included in the dedication is an additional ten (10) foot public utility easement for the benefit of the City-owned site and future development.

 

NOTIFICATION

 

The City Charter requires the publication of a notice to grant or convey an interest in public property. Therefore, a “Notice of Intention to Grant or Sell Real Property Interest” has been published in The Record on May 2, 2018.

 

ENVIRONMENTAL CLEARANCE

 

It has been determined by the Community Development Department that this project is exempt from the requirements of the California Environmental Quality Act and is granted a “Categorical Exemption” under Article 19 and, specifically, by Section(s): 15301, Class 1.

 

In accordance with Section 65402 of the Government Code, it has been determined that this project or action conforms to the City’s General Plan designation for the site and with the General Plan Policy Document, as amended.

 

FINANCIAL SUMMARY

 

The Thornton Road Widening Project has paid the necessary fees to process this dedication; Account Number 080-3020-640, Project Number PW1428. There is no financial impact to the City General Fund.
