RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Execute and submit a claim in the amount of $1,092,577 to the San Joaquin Council of Governments for Cycle One (2017-2021) Measure K Non-Competitive Bicycle, Pedestrian, and Safe Routes to School Program funds to be used for the Miner Avenue Complete Streets Median Improvements Phase 3, Project No. PW1732. The funds will be appropriated in the annual Capital Improvement Plan budget.

 

2.                     Execute and submit all future claims to the San Joaquin Council of Governments related to Measure K Non-Competitive Bicycle, Pedestrian, and Safe Routes to School Program funds.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Funds from the Measure K Non-Competitive Bicycle, Pedestrian, and Safe Routes to School Program (BP-SRtS) are available based on a formula share outlined in the Measure K Renewal program.  The program funds can be used for stand-alone projects or to provide matching funds for competitive grant opportunities. This is the first cycle of the BP-SRtS, and funds in the amount of $1,092,577 are available to be claimed by the City.  Funding claimed as part of this cycle will be appropriated during the annual Capital Improvement Plan (CIP) budget process to the Miner Avenue Complete Streets Median Improvements Phase 3, Project No. PW1732.   A governing board resolution must accompany the claim authorizing a specific staff member to submit the claim.  Staff recommends that Council authorize the City Manager to execute and submit a claim to the San Joaquin Council of Governments (SJCOG) for Measure K Non-Competitive BP-SRtS funds in the amount of $1,092,577. Staff also recommends that the City Manager be authorized to submit future claims related to this program.

 

DISCUSSION

 

Background

 

Measure K is the ½ cent local transportation sales tax program that is administered by the San Joaquin Council of Governments.  The Measure K program has been very successful in developing and constructing a wide variety of essential transportation projects on local roadways and State highways throughout San Joaquin County.  The Measure K Non-Competitive BP-SRtS is intended to fund bicycle, pedestrian, and Safe Routes to School projects.  The program funds can be used for stand-alone projects that are important to the community or to help provide matching funds for competitive grant opportunities. This is the first BP-SRtS cycle in the 30-year Measure K Renewal program. 

 

Forty percent of the Measure K BP-SRtS Program revenues are allocated to the Non-Competitive Program. The total estimated amount for Cycle One revenues for 2017-2021 is estimated to be $2,601,373 for years 2017 through 2021.  $1,092,577 of this total is apportioned to the City. The allocation must be claimed by June 30, 2020, and the claim can be made prior to actual expenditures.

 

The Miner Avenue Complete Streets Median Improvements Phase 3 project is a complete streets project between Center Street and Aurora Street. The project reduces the number of vehicle travel lanes along Miner Avenue from four lanes to two lanes (road diet), adds bicycle lanes, medians and parklets, improves intersections, sidewalks and other pedestrian facilities.  The project is funded primarily from restricted federal and State grants that cannot be used for the landscaped medians that are an important component of the project design.  BP-SRtS funds can be used to construct this desirable feature.

 

Present Situation

 

The Measure K Non-Competitive BP-SRtS funds are eligible to be claimed by the City in the amount of $1,092,577.  A governing board resolution must accompany the claim authorizing a specific staff member to submit the claim.  The funds will be appropriated during the annual CIP budget process to the Miner Avenue Complete Streets Median Improvements Phase 3, Project No. PW1732. Staff recommends that Council authorize the City Manager or his Designee to execute and submit a claim to SJCOG for Measure K Non-Competitive BP-SRtS funds in the amount of $1,092,577.

 

Staff further recommends that Council authorize the City Manager to execute and submit future claims to SJCOG for funds that are apportioned to the City as part of this program.  Expenditure of these future claimed funds will be approved by Council as part of the annual CIP budget process. 

 

FINANCIAL SUMMARY

 

The City’s Cycle One (2017-2021) Measure K Non-Competitive BP-SRtS claim is in the amount of $1,092,577.  Upon receipt, the funds will be deposited into the Measure K Non-Competitive Bikeway (Fund 080) fund balance, and appropriated during the annual CIP budget process.  No matching funds are required to receive Measure K BP-SRtS funds. 

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
