RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process for the Supervisory Control and Data Acquisition (SCADA), Project No. PUR 17-023.

 

2.                     Award a Professional Services Contract to MCC Controls, LLC DBA Primex, Inc. (MCC), of Vacaville, in the amount of $125,000 for Supervisory Control and Data Acquisition (SCADA) On-Call Services.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

If approved, this action will authorize the award of a five-year professional services contract in the amount of $125,000 not to exceed $25,000 annually (Attachment A). 

The City’s water, sewer, and storm drainage facilities are operated by the Municipal Utilities Department using small industrial computers called Programmable Logic Controllers (PLCs) located throughout the MUD’s various remote sites and plant process areas.  These PLCs control operation of local equipment such as pumps and communicate information on equipment status with a centralized server that allows for remote control and monitoring through a system known as Supervisory Control and Data Acquisition (SCADA).  PLC programming and SCADA architecture is a specialty function not currently provided by City staff.

 

On September 23, 2017, the MUD advertised a Request for Proposals (RFP), in accordance with Stockton Municipal Code (SMC) section 3.68.070 for on-call SCADA services.  On November 30, 2017, the City received seven qualified proposals.  City staff familiar with PLC’s and SCADA reviewed the proposals, and in consultation with staff from the Administrative Services Department, scored the proposals.  MCC received the highest overall score. 

 

Staff recommends award of a five-year professional services contract in the amount of $125,000 not to exceed $25,000 annually (Attachment A).

 

 

 

DISCUSSION

 

Background

 

The MUD’s water, wastewater, and storm drainage facilities operations are comprised of small industrial computers called PLCs located throughout the utility’s various remote sites and plant process areas.  These PLCs control operation of local equipment such as pumps and communicate information on equipment status with a centralized server that allows for remote control and monitoring through a system known as SCADA.  These centralized SCADA servers record process data for reporting and historical trend purposes.  The sites and process areas communicate with the centralized servers through different methods depending on their location.  These communication methods include 900 megahertz radios, 4G cellular machine to machine, fiber optics, and traditional copper data lines. 

 

Present Situation

 

In the past, the MUD used staff and contracted with SCADA firms to do maintenance and troubleshoot issues on an as-needed basis through annual purchase orders.  In an effort to ensure MUD is utilizing the most qualified firm and receiving competitive pricing, a Request for Proposals (RFP) process was initiated. 

 

On September 23, 2017, MUD advertised a RFP.  On October 19, 2017, seven firms submitted proposals:

Staff familiar with PLCs and SCADA reviewed the proposals.  MCC received the highest overall score.  Staff recommends the City Council award a five year contract to MCC Controls, LLC DBA Primex in an amount not to exceed $125,000 for this work. 

 

FINDINGS

 

Pursuant to Stockton Municipal Code section 3.68.070, Council may approve findings which support an exception to the competitive bidding process for contracts negotiated following solicitation of competitive proposals. 

 

 

 

These findings include:

 

1.                     PLC programming and SCADA architecture is a specialty function not currently provided by City staff.

 

2.                     Use of the RFP process is appropriate for this Professional Services Contracts because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor.  Use of these criteria helps ensure selection of a vendor that will provide the highest quality professional service which is in the public interest.

 

3.                     The City negotiated a contract following the solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

The recommended motion will approve a Professional Services Contract with MCC Controls, LLC DBA Primex in the amount of $125,000 to provide a on-call SCADA services.

 

FINANCIAL SUMMARY

 

The annual cost of the contract is $25,000.  The FY 2017-18 Annual Budget includes appropriation of $25,000 in the CMMS SCADA Professional Services account (498-4344-572) to cover the first year of the contract.  Costs for the subsequent years will be budgeted in the same account and subject to Council approval during the annual budget development process.  The total not to exceed cost of this contract over a period of five years is set at $125,000.

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
