It is recommended that the City Council adopt a resolution authorizing the City Manager to approve:

 

1.                     The Fiscal Year 2018-19 project list for the Road Repair and Accountability Act of 2017.

 

2.                     Submittal of reports to the California Transportation Commission related to the Road Repair and Accountability Act of 2017.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Adoption of the proposed resolution would allocate an estimated $5.3 million in new funding to local street, curb, gutter and sidewalk projects.  On April 28, 2017, the Governor signed Senate Bill 1 (SB1), known as the Road Repair and Accountability Act of 2017.  SB1 provides the first significant, stable, and ongoing increase in State transportation funding in more than two decades.  The funding provides for basic road maintenance, rehabilitation, and critical safety needs on both the State highway and local streets and road systems.  The Legislature tasked the California Transportation Commission (CTC) with oversight of funding and/or programs created with the approval of SB1.

 

SB1 funds a new program called the Road Maintenance and Rehabilitation Account (RMRA) Program.  Other programs funded by this account include the Local Partnership Program, the Active Transportation Program, State Highway Operation and Protection Program (SHOPP), and Local Streets and Roads Program.  Approximately $1.8 million in SB1 RMRA Program funding was allocated to the City for Fiscal Year (FY) 2017-18 as approved by Council on September 19, 2017, by Resolution No. 2017-09-19-1116.

 

For FY 2018-19, the CTC adopted guidelines that require agencies to submit a list of eligible projects by May 1, 2018.  The FY 2018-19 RMRA funding allocation for the City is estimated to be almost $5.3 million.  Staff recommends that $3.3 million of this funding be allocated to the Local Streets Resurfacing Project, and $2 million be allocated to the Curb, Gutter, and Sidewalk Replacement Project.  The recommended action would approve funding for these two projects as shown on Exhibit 1 to the Resolution. 

 

The FY 2018-23 Capital Improvement Plan (CIP) will include the budget for the estimated $5.3 million in FY 2018-19 SB1 RMRA funding.  The construction contracts for both of these projects will be put out to bid in late 2018, with the majority of construction activity to be undertaken in 2019.  The projects will be completed in early 2020.

 

DISCUSSION

 

Background

 

On April 28, 2017, the Governor signed SB1, known as the Road Repair and Accountability Act of 2017.  SB1 provides the first significant, stable, and ongoing increase in State transportation funding in more than two decades.  The funding provides for basic road maintenance, rehabilitation, and critical safety needs on both the State highway and local streets and road systems.  The Legislature tasked the CTC with oversight of funding and/or programs created with the approval of SB1.  

 

SB1 provides funding of a new program called the RMRA Program.  Other programs include the Local Partnership Program, the Active Transportation Program, SHOPP, and Local Streets and Roads Program.  The RMRA funding will become part of the overall Gas Tax allocation; however, RMRA funds can only be expended on projects that meet eligibility criteria and have been approved by the CTC.  RMRA funds will be accounted for and reported separately from the regular Gas Tax funds. 

 

An estimated $1,783,124 in SB1 RMRA Program funding was allocated to the City for FY 2017-18 as approved by Council Resolution No. 2017-09-19-1116 last September.  An update of the delivery of the FY 2017-18 projects is included as Attachment A. 

 

Present Situation

 

At its June 2017 meeting, the CTC adopted new programmatic guidelines which set forth the process and procedures for using the RMRA funding.  The guidelines are intended to provide guidance and ensure accountability of funding invested on public projects.   

 

In accordance with the program guidelines, each agency is required to submit a list of FY 2018-19 eligible projects to the CTC by May 1, 2018.  The criteria for eligible projects include road maintenance and rehabilitation, safety initiatives, railroad grade separations, complete streets components, and traffic control improvements.  The funds cannot be used for general transportation maintenance operations. 

 

Funding for the City is estimated to be almost $5.3 million for FY 2018-19.  Staff recommends that the project funding be allocated to two ongoing programs that directly benefit residents.

 

                     Local Street Resurfacing - Install approximately 45 centerline miles of slurry seal resurfacing treatment on various local roadways Citywide ($3.3 million). Examples of project locations include:

 

Ø                     Kelley Drive North of Hammer Lane

Ø                     Inglewood Drive from Swain Road to Benjamin Holt Drive

Ø                     Henry Long Boulevard from EWS Woods Boulevard to McDougald Boulevard

Ø                     Golden Gate Avenue from Fremont Street to Roosevelt Street

Ø                     Bristol Avenue from Kensington Way to Pacific Avenue

 

Upon completion of the resurfacing project, the pavement condition index (PCI) for the City’s entire pavement network is projected to increase from 63 to 65 (on a 0 to 100 scale). The City’s goal is an overall network PCI of 70.  

 

                     Curb, Gutter, and Sidewalk Replacement - Remove and replace City tree-damaged curb, gutter, and sidewalk at approximately 350 locations Citywide ($2 million). This project will address almost 50 percent of the current accumulated backlog of requested repairs.

 

The CTC established a standardized project submission form, and the list of projects to be submitted to the CTC in the required format is attached as Exhibit 1 to the Resolution.  The FY 2018-23 CIP will include the budget for the estimated $5.3 million in FY 2018-19 SB1 RMRA funding. The construction contracts for both of these projects will be put out to bid in late 2018, with the majority of construction activity to be undertaken in 2019.  The projects will be completed in early 2020.   

 

RMRA funding is estimated to be greater in FY 2019-20 at approximately $7 million.  Expenditure of these funds will be programmed to specific projects in the FY 2019-24 CIP, with separate approval by Council prior to May 1, 2019.

 

FINANCIAL SUMMARY

 

The total RMRA funding is estimated to be $5.3 million for FY 2018-19.  The FY 2018-23 CIP will include the appropriation for the estimated $5.3 million in FY 2018-19 SB1 RMRA funding as follows:

 

                     Local Street Resurfacing, PW1814                                                                                    $3.3 million

                     Curb, Gutter, and Sidewalk Replacement, PW1815                                          $2.0 million

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended actions.
