It is recommended that City Council adopt a resolution reappointing Commissioner Sylvester Aguilar to a second term on the Stockton Port Commission, for a term commencing immediately and ending January 15, 2022.

Summary

 

On January 15, 2018, Commissioner Sylvester Aguilar’s term on the Stockton Port Commission expired creating the vacancy to be filled. The City Clerk’s Office conducted a recruitment to fill the vacancy and scheduled interviews with the applicants. Interviews were held on January 16, 2018 at which the incumbent, Sylvester Aguilar was the only applicant to appear (Attachment A - Redacted Application).

 

DISCUSSION

 

Background

 

The Stockton Port Commission consists of seven members, with three members appointed by the County Board of Supervisors, and four members appointed by the City Council. The function of the Stockton Port Commission is to exercise general supervision over the Port of Stockton by adopting general rules and regulations which, in its judgment, will best promote the interests of the Port as established under State law.

 

With the term of Commissioners Sylvester Aguilar expiring on January 15, 2018, the Office of the City Clerk initiated the recruitment process to fill the vacancy. Having received four applications, which included the incumbent, Sylvester Aguilar, the City Clerk's Office scheduled and conducted interviews on January 16, 2018 using a list of prepared questions approved by the Port of Stockton. Of the four applicants scheduled to interview, Sylvester Aguilar was the only applicant to appear for the interview.

 

Pursuant to Council Policy Chapter 3.02, City Council and Mayoral Appointments to Boards, Commissions, and Committees, the following two-step interview and appointment process is used to fill current vacancies on boards and commissions:

 

1.                     The City Clerk conducts the initial applicant interviews, which are recorded so that the Council can view live or from the archive; and,

 

2.                     The Council makes the appointment at a regularly scheduled Council meeting.

 

 

The applicant was notified of tonight's meeting; however, their attendance is not mandatory unless a Councilmember had additional questions of the applicant.

 

Present Situation

 

With Sylvester Aguilar being the only applicant to interview, Council Policy 3.02 Section 11. F. provides that if the number of applicants is less than or equal to the number of vacancies, Council may direct staff to open a recruitment or proceed to fill any number of vacancies from the available list.  Subject to Council ratification, it is recommended that Sylvester Aguilar be appointed to a four-year term commencing immediately and ending January 15, 2022.

 

FINANCIAL SUMMARY

 

The Port Commissioners do not receive remuneration so, there is no financial impact in making this appointment.
