It is recommended that the City Council adopt a resolution creating a new represented classification of Supervising Crime Analyst and approve the proposed salary range.

Summary

 

Staff recommends Council approve the proposed new civilian single-incumbent, supervisor-level classification titled Supervising Crime Analyst and the proposed salary range.  Establishing a new Supervising Crime Analyst position will assist the Police Department with hiring a well-qualified employee to perform the complex duties of supervising the City’s Crime Analysis Division.  The new position will replace the existing practice of using a contract employee to supervise Crime Analyst staff, which will allow for greater management and long-term stability of this important function.  The Police Department plans to fill and fund the proposed Supervising Crime Analyst position during the Fiscal Year (FY) 2017-18 budget by overfilling one of two vacant Crime Analyst budgeted positions and eliminating the contract supervisory position.

 

The classification will be placed within the classified service of the civil service system and will be represented by the Stockton Mid-Management “C” bargaining unit.  Upon adoption, the Director of Human Resources has the authority to maintain and approve class specifications in accordance with Civil Service Rules and Regulations for Miscellaneous Employees, Rule IV Classification, Sections 1 and 4.

 

 

DISCUSSION

 

Background

 

The Crime Analysis Division of the Police Department currently has five full-time Crime Analysts, one part-time Crime Analyst, and one Office Technician who are supervised by a contract employee with LexisNexis.  This contract employee provides training and day-to-day supervision of the Crime Analysis Division.

 

The LexisNexis contract for professional services was approved by City Council on February 24, 2015, with an initial two-year term and three one-year renewal options.  At the time the contract was established, the goal was to eventually replace the contracted services with a permanent Police Department supervisory employee.  Based on this goal, the Police Department would like to stop using LexisNexis’ staffing services at the end of the existing contract term on March 31, 2018. 

 

Present Situation

 

It is proposed that the new Supervising Crime Analyst classification will be responsible for supervising, planning, organizing, and reviewing the work of assigned staff; making policy recommendations; developing goals and objectives; and resolving day-to-day work issues.  The Supervising Crime Analyst will work under the general direction of the assigned Police Services Manager.  This classification is different than other supervisor positions in the Police Department in that it requires a Bachelor’s degree.  The classification also requires three years of experience performing duties at a level equivalent to a Crime Analyst.  Additional experience in criminal analyses or direct involvement in criminal investigations may be substituted for the college education on a year-for-year basis up to a maximum of two years. 

 

To establish the recommended salary range, Human Resources staff completed an external market survey and did an internal equity evaluation.  Based on analysis of the information collected, staff recommends the following salary range:

The Stockton Mid-Management “C” bargaining unit has reviewed the newly created classification and does not have any concerns with establishing the classification.  In addition, the Stockton City Employees’ Association (SCEA) was notified of the proposed action and does not have any concerns with overfilling an existing Crime Analyst position.

 

 

Financial Summary

 

The Supervising Crime Analyst position will cost approximately $152,341 annually with salary and benefits.  It is the intent of the Police Department to start the Supervising Crime Analyst hiring process on March 1, 2018.  In FY 2017-18, the Police Department General Fund budget included approximately $103,259 for the vacant Crime Analyst position and approximately $90,000 to pay LexisNexis for the contracted supervisor position.  The savings from not filling the Crime Analyst vacancy ($103,259) and termination of the LexisNexis contract for staffing services on March 31, 2018, will more than cover the cost to fill the Supervising Crime Analyst position during the remainder of FY 2017-18.  Thereafter, the Police Department will budget for the Supervising Crime Analyst position instead of the Crime Analyst position beginning in FY 2018-19 with an increase in the budget of approximately $49,000.  The ongoing cost increase to overfill the existing budgeted position will be fully offset by the elimination of the LexisNexis contract.
