It is recommended that the City Council adopt a resolution designating the following as intersections where vehicles are required to stop pursuant to Stockton Municipal Code (SMC) section 10.04.270:  Admiral Drive/Bainbridge Place and Iris Avenue/Kiltie Way (2-way stop control), and Weber Avenue/Aurora Street and Weber Avenue/Grant Street (4-way stop control).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Staff recommends the conversion of existing yield sign controls to stop sign controls on the eastbound and westbound approaches of Admiral Drive at Bainbridge Place, and on the northbound and southbound approaches of Iris Avenue at Kiltie Way.  This action will upgrade the traffic control at these intersections to improve traffic operating conditions, reduce conflicts, and establish uniformity of traffic control devices with surrounding intersections.

 

Staff also recommends 4-way stop control be installed at Weber Avenue/Aurora Street and Weber Avenue/Grant Street.  Based on sight distance restrictions, prevailing traffic operating conditions, and reported collision history, installation of 4-way stop control is the appropriate action to improve traffic control and reduce conflicts at these intersections.  Staff recommends Council adopt a resolution designating the following as intersections where vehicles are required to stop pursuant to Stockton Municipal Code (SMC) section 10.04.270:  2-way stop control in east/west direction at Admiral Drive/Bainbridge Place and in north/south direction at Iris Avenue/Kiltie Way, and 4-way stop control at Weber Avenue/Aurora Street and Weber Avenue/Grant Street.

 

DISCUSSION

 

Background

 

The City installs stop controls to assign right-of-way and promote orderly traffic flow.  In accordance with the SMC, stop sign installation is authorized by Council resolution, either by designation of through streets, or by designation of intersections where stop signs are warranted.  These authorized locations are recorded on either the “Through Street Schedule” or the “Stop Controlled Intersection Schedule”.  Both documents are maintained by the Public Works Department.

 

Residents have expressed safety concerns regarding the intersections of Admiral Drive/Bainbridge Place and Iris Avenue/Kiltie Way related to failure to yield right-of-way at posted “YIELD” controls.  “YIELD” signs were approved and installed on the east and west approaches of Admiral Drive at Bainbridge Place in February 1991, and at Iris Avenue to the north and south approaches of Kiltie Way prior to 1980.

 

Businesses in the immediate area of Weber Avenue at Aurora Street and Grant Street expressed concerns regarding collisions at these intersections, which are controlled by stop signs on the Aurora and Grant Streets approaches.  The segment of Weber Avenue between Stanislaus Street and Union Pacific Railroad was reconstructed/upgraded as part of the Weber Avenue Streetscape Beautification Phase 2 project.  The project added new medians, converted parallel parking to diagonal, and upgraded sidewalks and lighting.

 

Present Situation

 

Admiral Drive is an east/west residential street providing access between Neville Way and Decatur Drive.  Bainbridge Place is a north/south residential street providing access between Stanfield Drive and Burl Hollow Drive.  Admiral Drive and Bainbridge Place at this intersection have 40-foot curb to curb widths.  The existing speed limit on these streets is 25 mph.  Admiral Drive/Bainbridge Place had five reported collisions within a 36-month period involving failure to yield right-of-way.  The attached map (Attachment A) depicts the location of the subject intersection.

 

Kiltie Way is a north/south residential street providing access between MacDuff Avenue and Arc Avenue.  Iris Avenue is an east/west residential street providing access between Lan Ark Drive and El Cajon Street. Kiltie Way has a 40-foot curb to curb width, and Iris Avenue has a 32-foot curb to curb on the west leg and 40-foot curb to curb on the east leg.  The existing speed limit on these streets is 25 mph.  Kiltie Way/Iris Avenue had one reported collision within a 36-month period involving failure to yield right-of-way.  2-way stop warrants for minimum traffic volume and sight distance restrictions are met.  The attached map (Attachment B) depicts the location of the subject intersection.

 

Staff recommends conversion of the existing yield sign controls to stop sign controls in the east and west directions of Admiral Drive at Bainbridge Place, and at Iris Avenue in the north and south directions of Kiltie Way to create a 2-way stop control at each location.  These conversions will provide traffic control appropriate for current traffic operating conditions, and establish uniformity of traffic control devices in the subject areas. 

 

Weber Avenue, in the subject area, is a two-way east/west collector street (30 mph) that provides primarily commercial access between Wilson Way (east) and Washington Street (west).  On-street diagonal parking is provided between Stanislaus Street and Aurora Street.

 

Grant Street and Aurora Street are two-lane north/south streets with on-street parallel parking and 25 mph speed limits. 

 

Weber Avenue/Grant Street had five reported collisions over a recent 12-month period, which are correctable by 4-way stop control.  Weber Avenue/Aurora Street had six reported collisions over a recent 12-month period, which are correctable by 4-way stop control.  Staff conducted a 4-way stop warrant analysis for the two Weber Avenue intersections and determined that both locations meet warrants for 4-way stop control.  Based on sight distance restrictions, prevailing operating conditions, and reported collision history, staff recommends installation of 4-way stop control at Weber Avenue/Aurora Street and Weber Avenue/Grant Street.  The attached map (Attachment C) depicts the location of the subject intersections.

If approved, the City Traffic Engineer will amend the “Stop Controlled Intersection Schedule” accordingly.

 

FINANCIAL SUMMARY

 

The estimated cost for each sign and pavement marking is about $600 for an estimated total of $7,200.  This cost is planned in the Operations and Maintenance budget annually.  There is sufficient funding in the Street Maintenance Traffic Device/Sign Shop Operating Budget (Account 030-3064-540) for this work. 

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
