RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the plans and specifications for the Wilson Way Subway Pump Station Improvements, Project No. M15011 and Bid Additive Harding Way Subway Pump Station Improvements, Project No. M15010.

 

2.                     Award a Construction Contract in the amount of $359,878 to Amerine Systems, Inc. of Oakdale, CA for the Wilson Way Subway Pump Station Improvements, Project No. M15011 and Bid Additive Harding Way Subway Pump Station Improvements, Project No. M15010 (Exhibit 1 to Resolution).

 

3.                     Approve the filing of Notice of Exemption No. CE026-17 under the California Environmental Quality Act for the Wilson Way Subway Pump Station Improvements, Project No. M15011 and Bid Additive Harding Way Subway Pump Station Improvements, Project No. M15010 (Exhibit 2 to Resolution).

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department operates and maintains 76 storm drain pump stations throughout the City.  The Wilson Way and Harding Way storm pump stations operate with equipment that is beyond lifecycle expectancy, and replacement parts are difficult to obtain.  In addition to outdated equipment, the electrical wiring does not meet current code requirements.  The Wilson Way pump station was constructed in 1938, and the Harding Way pump station was constructed in the early 1960s.  Both projects are part of the 2017-22 Capital Improvement Plan.

 

On May 4, 2017, the City received one bid for the Wilson Way Subway Pump Station Improvements Project, Project No. M15011 and Bid Additive Harding Way Subway Pump Station Improvements, Project No. M15010.  The bid is regular in all respects, and is approximately five percent over the engineer’s estimated cost which is in line with current construction pricing.

 

If approved, this action will authorize the award of a construction contract in the amount of $359,878 to Amerine Systems, Inc. of Oakdale, CA. for the rehabilitation of both the Wilson Way and Harding Way storm pump stations.

 

 

DISCUSSION

 

Background

 

The Wilson Way subway pump station improvement project is located at the Wilson Way undercrossing of the Atchison, Topeka and Santa Fe railroad near Scotts Avenue. The Harding Way subway pump station improvement project is located at the Harding Way undercrossing of the Southern Pacific railroad near Palm Avenue.  Both pump stations currently operate well beyond their lifecycle expectancy and are in need of rehabilitation.

 

The Wilson Way pump station was constructed in 1938, and the Harding Way pump station was constructed in the early 1960s.  Both pump stations are in need of rehabilitation to provide stormwater removal from adjacent roadways and for protection of local property damage during rain events.

 

Existing pumps and electrical equipment will be replaced with new submersible pumps and updated electrical equipment.  Additionally, inlet filters will be installed to remove pollutants.  These projects are identified in the 2017-22 Capital Improvement Plan.

 

Present Situation

 

On April 6, 2017, the Municipal Utilities Department (MUD) advertised the project in the Stockton Record and on April 7, 2017, the project was also posted to the City’s Bid Flash webpage. Additionally, a notice with a brief project description was sent to 124 contractors holding a Class “A” license.

 

A mandatory pre-bid conference meeting was held on April 18, 2017, with seven prospective bidders in attendance. On Thursday, May 4, 2017, one (1) sealed bid was received and publicly opened by the City Clerk with the following results:

The bid of Amerine Systems, Inc., is regular in all respects, Amerine Systems, Inc. has the proper license to perform the work and therefore staff recommends awarding a construction contract to Amerine Systems, Inc. in the amount of $359,878.  The proposed contract includes both the Wilson Way Base Bid and Harding Way Bid Additive Projects.  Awarding the Bid Additive with the Base Bid is a cost-effective and efficient approach to complete both projects in a timely manner and at a cost that is within the combined 2017-2022 Capital Improvement Plan (CIP) budgets for these two projects.

 

Staff spoke with other contractors who attended the pre-bid meeting but chose not to bid tin order to determine the reason for the lack of bids received.  Contractors indicated that timing was an issue due to conflicts with other projects at the time of bidding.

 

Both the Local Employment Ordinance (Stockton Municipal Code section 3.68.095) and the Local Preference Ordinance (Stockton Municipal code section 3.68.090) apply to this contract.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is exempt from the requirements of California Environmental Quality Act (CEQA) as specified under Article 19, Section(s) 15301, Class 1, of the CEQA Guidelines.

 

 

FINANCIAL SUMMARY

 

There are sufficient funds available in account 447-7783-670 (Municipal Stormwater Utility - Capital Improvement Program Stormwater - Storm Pump Station Rehabilitation) to award this Construction Contract in the amount of $359,878 to Amerine Systems, Inc. of Oakdale, CA for the Wilson Way Subway Pump Station Improvements, Project No. M15011 and Bid Additive Harding Way Subway Pump Station Improvements, Project No. M15010.

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
