RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the appointment of Donald Strongman to the Council Water Committee’s Water Advisory Group (WAG) for a term commencing immediately and expiring January 31, 2019.

Summary

 

Having absences exceeding 25% of the regularly scheduled WAG meetings in any 12-month period, the position filled by Motecuzoma Sanchez is considered vacated as prescribed in Council Policy 100-2.  Councilmember Fugazi was informed of this and was provided with applications for her review.  Councilmember Fugazi is nominating Donald Strongman to complete the remaining term as the District 5 appointment.

 

DISCUSSION

 

Background

 

At the May 11, 2009 Council Water Committee (CWC) meeting, the Concerned Citizen Coalition of Stockton requested the formation of an advisory group to provide information to the City Council on current and future issues impacting the City’s utilities.  The guidelines governing formation and operation of the Water Advisory Group (WAG), including appointments and meeting schedule, were developed at the July 8, 2009 CWC meeting and approved by the City Council (Resolution 09-0279). 

 

The WAG serves as an advisory body to the City Council Water Committee regarding issues impacting the Water, Wastewater, and Stormwater Utilities; and includes review of the Municipal Utilities Department Monthly Operations and Maintenance Report.  The WAG is comprised of seven members, with one appointed by each Councilmember and the Mayor.  Each member’s term shall coincide with the appointing Councilmember’s term.  Appointees shall reside within the service area of any of the three utilities and have no conflict of interest serving as a public appointee.  There is no remuneration for service on the WAG.

 

Present Situation

 

It is not required that a Councilmember’s appointee reside within their district.  The appointees need only reside within at least one of the City’s utility service areas.  Councilmember Fugazi reviewed applications and made the following nomination for appointment:

FINANCIAL SUMMARY

 

 

Members of the WAG do not receive remuneration. There is no financial impact to the General Fund in making this appointment.
