APPROVE RESOLUTION ACCEPTING A LAW ENFORCEMENT ASSISTANCE PROGRAM GRANT FROM THE STATE OF CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL, AUTHORIZE THE EXECUTION OF STANDARD AGREEMENT 17G-LA51 AND AMEND THE FISCAL YEAR 2017-18 ANNUAL BUDGET

RECOMMENDATION
It is recommended that the City Council approve a resolution to:
1. Authorize the acceptance of grant funding from the State of California Department of Alcoholic Beverage Control, in the amount of $100,000, for the Grant Assistance to Local Law Enforcement Agencies Project for the Police Department’s ABC public education and enforcement program;
2. Amend the Fiscal Year 2017-18 Annual Budget to increase the Police Grants & Special Programs expenditure and revenue appropriation by $100,000; and
3. Authorize the City Manager to execute, on behalf of the City of Stockton, all required contracts or agreements with the granting agency, provide additional information and furnish such documents as may be required, execute all documents and amendments or extensions pertaining to the grant project, and make all required appropriations in compliance with and for the purposes stated in the project agreement.

Summary
In March 2017, the Police Department submitted an application to the State of California’s Department of Alcoholic Beverage Control (“ABC”) requesting grant funding under its Law Enforcement Grant Assistance Program. On May 19, 2017, the Police Department was notified by the Department of Alcoholic Beverage Control that the application was approved in the amount of $100,000. Funds received for this one-year grant program will be used to assist with overtime and operating costs, equipment, and travel expenses for police officers in the Police Department’s Special Investigations Section to implement an ABC public education and enforcement program. The grant period runs from July 1, 2017, to June 30, 2018.
DISCUSSION
Background
In previous years, the City has received grant monies from the ABC; these funds have supported proactive enforcement efforts in reducing alcohol-related crimes, raising awareness in the community, and providing education to ABC licensees on their responsibilities helping to reduce alcohol-related crimes on their premises.
On March 29, 2017, the Police Department submitted a grant proposal to ABC requesting grant assistance in the amount of $100,000 to pay overtime costs for police officers to implement a two-fold project concerning public education and enforcement with regard to alcoholic beverage control within the City. This marks the second year the Police Department has been approved for the maximum grant award of $100,000. The City has approximately 654 active, ABC licensed establishments.
Present Situation
On May 19, 2017, the ABC awarded the City $100,000 to assist with overtime costs and operating and equipment/travel expenses for police officers. The grant program components include:
• Conduct at least 26 enforcement operations utilizing a combination of Alcoholic Beverage Control enforcement strategies, including: Minor Decoy Shoulder Tap operations, which targets adults who furnish alcohol to minors, and Trap Door operations, which targets the use of false identification, task force operations, narcotics investigations, and receipt of stolen property investigations at alcohol establishments in Stockton.
• Conduct prevention and education investigations through the use of the Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) Program at 75 to 80 licensed establishments. This Program serves as a reminder to licensees of the responsibilities and accountability associated with the sale of alcohol.
• Conduct Retail Operating Standards Task Force (ROSTF) investigations as a follow-up measure to ensure the licensees cited during IMPACT inspections continue maintaining compliance with the Alcoholic Beverage Control Act.
• Conduct bi-annual ABC training on investigative techniques for all sworn and non-sworn personnel of the Stockton Police Department.
• Work with owners and operators of “problem use” alcohol establishments to reduce the problems they create in the community.
• Maintain a positive working relationship with ABC by coordinating all related activities and submitting all reports in a timely manner.
• Partner with the Downtown Stockton Alliance and the Miracle Mile Improvement Association to educate ABC licensees in their respective areas, to reduce alcohol-related crimes.
• Create an awareness program to help publicize the community’s alcohol-related problems.
Grant-funded overtime will allow officers to initiate tasks and activities to accomplish objectives. The Special Investigations Section unit supervisor will constantly monitor activities to ensure objectives are met.
FINANCIAL SUMMARY
The Police Department’s Special Investigations Section will be responsible for coordinating operations of the grant program. The grant program does not require matching funds and will have no impact to the General Fund. A budget appropriation in Fiscal Year 2017-18 is requested for grant revenue and expenses in the amount of $100,000 to the Other Special Revenue Programs ABC Grant Program Account No. 025-6457 in the Police Grants & Special Programs Fund.
