Presentation of an overview of Measure W.
Background
On August 3, 2004, the Stockton City Council approved Resolution 04-0595 that authorized a one-quarter cent special transactions and use tax for public safety services be put before voters. The resolution documents included program guidelines that specified an Independent Citizen’s Oversight Committee be established to annually review revenues and expenditures, that the tax revenues would be split between the Police and Fire departments, and that an independent auditor would annually review and audit expenditures. In November 2004, voters approved Measure W, Stockton Safe Neighborhood Gang, and Drug Prevention Police/Fire Response Initiative and the City implemented both the ordinance and the guidelines.
