It is recommended that the City Council adopt a resolution to appoint Renee Puig-Hink to the Development Oversight Commission as the Builders Exchange of Stockton Executive representative, for a term that will expire on October 20, 2019.

SUMMARY

 

The City’s Development Oversight Commission represents a broad, designated array of interests from large housing tract developers to small general contractors.  There is currently one vacancy on the Commission due to the resignation of Michael Self on April 24, 2017, who served in the role of Builders Exchange of Stockton Executive representative on the Commission.  Ms. Puig-Hink applied for and meets the requirements of this seat.  In accordance with the terms of the legal settlement that created this Commission, the Mayor is responsible for making appointments to the Commission subject to the approval of the City Council.

 

 

DISCUSSION

 

Background

 

On July 7, 2009, the City entered into a settlement agreement with the Building Industry Association of the Delta (BIA) in connection with a lawsuit, whereby the City agreed to establish an oversight body and forum made up of development interests.  On September 29, 2009, the City Council established a Development Oversight Commission (Resolution 09-0319).  The Commission consists of eleven designated positions and operates under the auspices of the Ralph M. Brown Act, including legal notice, public agendas, action minutes and opportunity for public attendance and participation.

 

The Development Oversight Commission provides a forum for representatives of the building industry, interested public and staff to introduce, discuss and provide comments on the functions, operations, and fees related to development activities.  The Commission is empowered to review and make recommendations to the City Council on matters pertaining to the setting of development fees and transfers of such fee revenue.  The Commission also provides feedback to the Community Development Department, Fire Prevention Division, Municipal Utilities Department, and Public Works Department on initiatives to improve administrative processes, particularly in the areas of plans examination and field inspections.  The Commission may seek the placement of development related items on the Council’s agenda from time-to-time.

 

The Settlement Agreement requires that the Commission members be recommended by several organizations, appointed by the Mayor, and approved by the City Council. The Commission is composed of the following individuals, organized by recommending body:

Present Situation

 

On April 24, 2017, Michael Self, who served in the role of Builders Exchange of Stockton Executive representative on the Commission, resigned leaving a vacancy on the Commission.  In response to a recruitment, Ms. Puig-Hink applied for and was determined to meet the requirements of this seat.

 

Therefore, the Mayor hereby appoints Renee Puig-Hink, Executive Director of the Builders Exchange of Stockton, to fill the vacant position noted above and seeks City Council approval for this appointment.
