Summary
Assemblymember Susan Talamantes Eggman, a member of the Coalition for a CSU Stockton, and Dr. Jeffrey Michael, Director of the Center for Business and Policy Research at the University of the Pacific, will present a report on the community need for and the economic impacts of the construction and operation of a California State University (CSU) Stockton (Attachment A).
DISCUSSION
Background
One of the 2017 State Legislative Priorities adopted by the Council is the promotion of legislation and funding allocations that enhance educational outcomes in Stockton, specifically to pursue policy development and funding for early childhood education and to proactively engage in efforts that bring a CSU Campus to Stockton.
The Coalition for a CSU Stockton was constituted in 2015 to organize local support for the creation of a CSU Stockton. This Coalition pressed for the Legislative Analyst’s Office (LAO) to provide a report on the potential construction of new University of California or CSU campuses. That report, which was released on January 19, 2017, stated that no new campuses are presently warranted, but it did so by assessing only statewide growth projections and not local needs and impacts.
Present Situation
The Coalition for a CSU Stockton commissioned a report from the University of the Pacific’s Center for Business and Policy Research to assess the impact of a CSU Stockton on the City of Stockton and the broader San Joaquin County region. An advance copy of the report’s Executive Summary has been submitted as an attachment. This presentation will be the first release of the impact assessment report in its entirety and its findings on the community needs and economic benefits relating to the development of a CSU Stockton.
