RECOMMENDATION

 

It is recommended that the City Council approve a motion authorizing the City Manager to:

 

1.                     Award a Professional Services Contract to West Yost Associates of Davis, CA, in the amount of $99,570 for design services for the Della Street Sanitary Sewer Rehabilitation (Project No. M17025).

 

2.                     Approve findings pursuant to Stockton Municipal Code (SMC) section 3.68.070 in support of an exception to the competitive bidding process.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Municipal Utilities Department (MUD) has implemented a Condition Assessment Program for the City’s sewer infrastructure comprised of Closed Circuit Televised Video (CCTV) inspection, pipe cleaning, and engineering evaluation.  This program generates a prioritized list of replacement and/or rehabilitation projects in the City’s Capital Improvement Program (CIP).  A large diameter pipe segment along Della Street was identified for replacement by the Condition Assessment Program, and was included in the FY 2016-17 CIP. The project will rehabilitate 1,853 linear feet of 33-inch sewer line along Della Street between Market Street and Hazelton Avenue (Attachment A). 

 

On November 29, 2016, the City advertised a Request for Proposals (RFP) for design of the Della Street Sanitary Sewer Rehabilitation project.  Four firms submitted proposals for this project.  The Selection Committee evaluated the proposals and found West Yost Associates of Davis, CA, to be the most qualified and highest ranked firm. 

 

It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract in the amount of $99,570 with West Yost Associates.  It is anticipated that the design will be completed by January 2018.  The project will then advertise for construction bids, with overall project completion anticipated by the end of 2018.

 

 

 

DISCUSSION

 

Background

 

MUD has implemented a Condition Assessment Program for the City’s sewer infrastructure comprised of CCTV inspection, pipe cleaning, and engineering evaluation. This program generates a prioritized list of sewer replacement and/or rehabilitation projects in the City’s CIP.  MUD’s Condition Assessment Program identified a 33-inch sewer trunk line within Della Street between Market Street and Hazelton Avenue for replacement.  The project was included in the FY 2016-17 CIP.

 

 

Present Situation

 

On November 29, 2016, the City advertised a RFP for design of the Della Street Sanitary Sewer Rehabilitation project.  On January 5, 2017, four proposals were received from the following engineering firms:

 

                     West Yost Associates (Davis)

                     HDR, Inc./Kjeldsen, Sinnock & Neudeck, Inc. (Sacramento)

                     NV5 (Manteca)

                     Hydroscience (Concord)

 

A Selection Committee comprised of Public Works and MUD staff evaluated and ranked all proposals based on each firm’s understanding of work, experience with similar kinds of work, qualifications of the proposed team, project approach, cost, and local preference.

 

West Yost Associates received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project.  Staff has negotiated a fee of $99,570 with West Yost Associates for design services.  This fee is approximately 11 percent of the estimated construction cost, which is reasonable for a project of this size and complexity.  It is anticipated that the design will be completed by January 2018.  The project will then advertise for construction bids, with overall project completion anticipated by the end of 2018.

 

Staff recommends Council approve a motion to award a Professional Services Contract in the amount of $99,570 to West Yost Associates for design services of the Della Street Sanitary Sewer Rehabilitation project (Attachment B).

 

 

Findings

 

Pursuant to SMC section 3.68.070, Council may approve findings which support an exception to the competitive bidding process.  These findings include:

 

1.                     The City does not have staffing available to design this project for bidding and construction in 2018.

 

2.                     The scope of the design services requires an engineering firm experienced in sanitary sewer rehabilitation technologies.

 

3.                     Use of the RFP process is appropriate for this Professional Services Contract, because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor.  Use of this criteria helps ensure selection of a vendor that will provide the highest quality professional service which is in the public interest.

 

4.                     The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

 

The recommended motion will approve a Professional Services Contract with West Yost Associates, in the amount of $99,570, for the Della Street Sanitary Sewer Rehabilitation (Project M17025). 

 

 

FINANCIAL SUMMARY

 

There are sufficient funds available in Account No. 437-7787-670 (CIP - Wastewater/Sanitary Sewer Deficiency Improvements) to award the Professional Services Contract in the amount of $99,570. There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
