Summary
On October 22, 2015, the Planning Commission voted to establish a three-member sub-committee to work on the General Plan Update. Staff recommends that the Planning Commission vote to fill one vacancy on the sub-committee due to recent changes to Commission membership.
DISCUSSION
Present Situation
Staff supports the filling of a single vacancy on the 2040 Envision Stockton 2040 General Plan Update Sub-committee due to recent changes in Planning Commission membership. The role of the three-member sub-committee is to work on the General Plan update to streamline the process and facilitate future discussion before the full Commission. Staff anticipates approximately six daytime sub-committee meetings of two-hours each, occurring between May 2017 and the first quarter of 2018, focusing on Goals, Policies and Actions (Task F), the Draft General Plan (Task G), and the Environmental Impact Report (Task I). See Attachment A - Project Schedule.
To establish the sub-committee, the Commission must vote using the voting procedure established by the City Council under Council Policy 100-2(IV)(F) and (G). The voting procedure provides for the ranking of prospective members, and the tally of votes by the City Clerk’s office.
