It is recommended that the City Council adopt a resolution to appoint one commissioner to fill the vacancy on the San Joaquin County Mosquito and Vector Control District Board for a term commencing immediately and ending on December 31, 2020.

Summary

There is one vacancy on the San Joaquin County Mosquito and Vector Control District Board created by the expiring term on December 31, 2016 of the City's appointed board member, Gary Lambdin.  The incumbent was invited and completed the process for reappointment.  The City Clerk initiated a recruitment to fill this vacancy, which resulted in the submission of two qualified applications.  Interviews were conducted on February 22, 2017. Two applicants were interviewed for Council’s consideration for appointment this evening.

 

DISCUSSION

 

Background

 

The function of the San Joaquin County Mosquito and Vector Control Board is to provide direction and governance to the District concerning the control of vectors, such as mosquitoes and ticks, and vector-borne diseases, such as West Nile virus and Lyme. Control services are provided to all lands, both private and public, within San Joaquin County and its political subdivisions.

 

The City advertised a recruitment notice soliciting applications to fill one upcoming vacancy. The notice was also posted on the City's website. The recruitment process resulted in the submittal of two qualified applications.

 

Pursuant to Council Policy 3.04, the following two-step interview and appointment process is used to fill current vacancies on Boards and Commissions:

 

1.                     The City Clerk conducts the initial applicant interviews, which are video streamed live so that the Council can view the live stream or from the archive at their convenience; and,

 

2.                     The Council makes the appointment at a regularly scheduled Council meeting.

 

Two applicants, including incumbent Gary Lambdin, participated in the interview process and qualify to move forward in the appointment process.  The City Clerk’s Office conducted interviews on February 22, 2017 using a list of prepared questions approved by the San Joaquin County Mosquito and Vector Control.  The following candidates were interviewed:

The applicants were notified of tonight's meeting; however, their attendance is not mandatory unless any Councilmember had additional questions of an applicant. If additional questions are asked of the applicants, the City Attorney has confirmed that the same question or questions do not need to be posed to all applicants.

 

 

Present Situation

 

Pursuant to Council Policy 3.04, the City Council will be voting to fill one vacancy this evening utilizing the following method for appointment:

 

a.                     From the list(s) so provided to the Council, each Councilmember including the Mayor, will rank the applicants for each Commission such that the number of applicants that each Councilmember ranks will be one number greater than the number of vacancies and/or the number of Commission members whose terms will be expiring.  (This will likely avoid tie votes.)  For example, if there is only one vacancy or only one term expiring, the Councilmember’s first choice for the appointment will be ranked with the number “2” and the Councilmember’s second choice will be ranked with the number “1”.

 

b.                     After the Council has ranked the applicants, the City Clerk will tally the rankings and the applicant(s) receiving the highest number(s) would, subject to Council ratification, be appointed.  If there is a tie, then the process described above will be repeated only as to the applicants who are tied.

 

The City Clerk will present the resolution upon appointment of the individual selected for their term to commence immediately and expire on December 31, 2020.

 

 

FINANCIAL SUMMARY

                     

There is no financial impact to the City as a result of this appointment.
