Staff recommends that the City Council adopt a resolution appointing one member to the Community Development Committee to represent Council District 6.

Summary
Due to the term expiration of the Community Development Committee representative from District 6, there is currently 1 vacancy representing District 6 on this Committee. The current member was invited to apply for reappointment.
DISCUSSION
Background
The Community Development Committee is a seven-member advisory committee that provides the Council with recommendations on the planning and use of funds that the City receives from the U.S. Department of Housing and Urban Development, including Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grant funds.
As provided for in the Council-adopted Citizen's Participation Plan, appointments to the Community Development Committee are made by each of the six Councilmembers and the Mayor. Appointments are for four years, except when an appointee is filling the remaining term of a vacated position. The only requirement to serve on the Committee is that the applicant must be a resident of the City of Stockton.
Present Situation
On September 30, 2016 the term of James Gorman expired, this member has continued to serve on this Committee. In an effort to fill this position on the Community Development Committee, the City placed a notice in The Record soliciting applications for the vacancies. The applications received were forwarded to the appropriate Councilmember for consideration and selection.
The following applicant has been selected for appointment subject to Council approval:
James Gorman, District 6
The term of service will be effective immediately and expire September 30, 2020.

There is no financial impact to the City for this action.
