RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to: 

 

1.                     Approve the Notice of Exemption No. CE001-17 under the California Environmental Quality Act (CEQA) for the Animal Shelter Electrical Services Upgrade (Project No. PW1321).

 

2.                     Approve the plans and specifications for the Animal Shelter Electrical Services Upgrade (Project No. PW1321).

 

3.                     Award a Construction Contract in the amount of $86,600 to GA Technical Services, Inc. of Upland, CA, for the Animal Shelter Electrical Services Upgrade (Project No. PW1321).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Animal Shelter Electrical Services Upgrade project will provide electrical capacity to install additional equipment at the Animal Shelter. The project will increase the electrical capacity at the facility from 600 amps to 1200 amps.  This project was approved in the FY 2014-2015 Capital Improvement Plan (CIP).  The recommended Construction Contract for the project will modify the panel to increase electric service capacity at the shelter.  Necessary trenching, conduit installation and surface repair will also be completed under the contract.  Remaining work to install the electrical service wiring and a transformer will be undertaken by PG&E.

 

On October 27, 2016, the City received four bids for the project.  Staff recommends award of the contract to the low bidder, GA Technical Services, Inc., in the amount of $86,600.  Staff also recommends that Council adopt a resolution authorizing the filing of Notice of Exemption No. CE001-17 under CEQA.  Construction is anticipated to be completed by the end of December 2017.

 

DISCUSSION

Background

 

The Stockton Animal Shelter is jointly operated by the Animal Services Division of the Police Department and by San Joaquin County, and is located at 1575 South Lincoln Street (Attachment A - Vicinity Map).   The Animal Shelter was originally constructed in 1964, with subsequent modifications that have fully utilized the capacity of the existing electrical service.  Additional electrical capacity is required to install additional climate control and lighting equipment.  The Animal Shelter Electrical Services Upgrade (Project No. PW1321) will increase the electrical capacity at the facility from 600 amps to 1200 amps.  This project was approved in the FY 2014-2015 CIP.

 

The project will remove the existing PG&E overhead service and replace with an underground service, install a transformer, and modify the electrical panel.  The subject construction contract will complete the civil works and modify the electrical panel.  PG&E will remove and replace the wiring and install the transformer under a separate contract. 

 

Present Situation

 

On September 22, 2016, the Animal Shelter Electrical Services Upgrade (Project No. PW1321) was advertised for bids.  On October 27, 2016, four bids were received with the following results:

Since the project cost is below $100,000, Stockton Municipal Code (SMC) section 3.68.095, Local Employment Ordinance, does not apply.

The requirements of SMC section 3.68.090, Local Business Preference, apply to this project.  Bockmon & Woody Electric Co., Inc. is located within the city of Stockton and is entitled to a five percent bid preference.  There is no change in the outcome of the award or the bid order after applying the Local Business Preference.

 

The bid from GA Technical Services, Inc. is regular in all respects.  GA Technical Services, Inc. has the proper license to perform the work.  Staff recommends approving the plans and specifications for the project, and awarding the Construction Contract to GA Technical Services, Inc., of Upland, CA, in the amount of $86,600.  Construction is anticipated to be completed by the end of August 2017. 

 

This project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is categorically exempt from the requirements of CEQA as specified under Article 19, Section 15301, Class 1, of the CEQA Guidelines.  The activities related to this project constitute a discretionary project under the City’s jurisdiction, and qualifies as a project which has been determined not to have a significant effect on the environment.  The resolution will also approve the filing of Notice of Exemption No. CE001-17 under CEQA.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  The CWTA was not applied to this project, because the engineer’s estimate was under $1 million.

 

 

FINANCIAL SUMMARY

 

There are sufficient funds available in Account No. 301-3020-640 (CIP - Animal Shelter Renovation, Project No. PW1321) to award the Construction Contract to GA Technical Services, Inc. of Upland, CA, in the amount of $86,600. 

 

There is no additional impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
