RECOMMENDATION

 

It is recommended that the City Council approve a motion ratifying the emergency expenditure of $351,262.23 to Rain-for-Rent, Inc. of Stockton, for emergency bypass pumping for the North Sanitary Sewer Pump Station.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

On January 12, 2016, the City Council, as required by Stockton Municipal Code (SMC) Section 3.68.070, approved findings associated with the emergency bypass pumping of the North Sanitary Sewer Pump Station located at Swenson Park. 

 

At the time City Council approved the findings, the final cost was not known and it was indicated that staff would return for final ratification of expenditures for this work.  All repairs are complete and the pumping system was removed from the site on September 22, 2016.  Final expenditures for the bypass pumping total $351,262.23.

 

DISCUSSION

 

Background

 

Emergency Declaration

 

The North Sanitary Sewer Pump Station, one of 27 City of Stockton sewer pump stations, was built in the 1960’s to convey sewage from northern areas of the city to the Regional Wastewater Control Facility (RWCF).  This station pumps on average five million gallons of sewage per day to the RWCF using three large electric-powered pumps and a back-up engine-driven pump.

 

On December 7, 2015, Municipal Utilities Department (MUD) staff reported a catastrophic failure of Pump No. 2 at the pump station due to a large piece of metal that lodged inside the pump, which destroyed the pump, motor, shaft, and housing.  MUD staff were able to stop a large flow of sewage from the broken pump housing that flooded the pump station.  They also prevented a potential sanitary sewer overflow into Five-Mile Slough.

 

This condition prompted emergency actions that included a site assessment of the damaged infrastructure and plan development to maintain flow, replacement of the damaged pump, and repair of other affected infrastructure.  On the initial assessment, it was anticipated that the remaining station pumps would be able to keep up with sewage flow, but this was not the case due to mechanical problems with Pump No. 3 and the back-up engine pump, which required the need for emergency bypass pumping.

 

Due to the urgent need to maintain sewage flow at this pump station, MUD was granted authority on January 12, 2016, to bypass the competitive bidding process in accordance with provisions of SMC Section 3.68.070, which provides an exception to the competitive bidding process in cases of emergencies.  MUD contracted with Rain-for-Rent, of Stockton, to install a sewer bypass pumping system that was maintained for a total of eight months while the failed pump was replaced and other related pump station repairs were completed.

 

Present Situation

 

The emergency bypass pumping system was dismantled and removed from the pump station site on September 22, 2016.  In November of 2016, Rain-for-Rent submitted the final cost of $351,262.23 to the City.  Based on daily work reports verified by MUD staff, all costs for labor, equipment, and material is correct.

 

Staff recommends that the City Council take action to ratify the expenditure of $351,262.23 to Rain-for-Rent of Stockton, for the emergency bypass pumping for the North Sanitary Sewer Pump Station.

 

FINANCIAL SUMMARY

 

Sufficient funds were made available from the Wastewater Sanitary Pump Stations Operating Expense Accounts 431-4333-571 (FY 2015-16) and 431-4333-575 (FY 2016-17) for the emergency repair of the North Sanitary Sewer Pump Station in the amount of $351,262.23 paid to Rain-for-Rent, Inc. of Stockton.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended actions.
