DISCUSSION

 

BACKGROUND

At the November 17, 2016, Civil Service Commission meeting, Human Resources proposed a resolution to amend Rule VI, Sec 3(a) of the Civil Service Rules and Regulations for Miscellaneous Employees. Based on feedback provided by the Commission, Human Resources has revised the proposed wording of item #5 (Attachment A) to incorporate the Commissioners’ comments and address their concerns.

 

PRESENT SITUATION

Human Resources is requesting to amend Rule VI, Section 3(a) to

 

                     Update formatting;

                     Provide language clarification;

                     Address Americans with Disabilities Act and Fair Employment Housing Act requirements; and

                     Include best management practices.

 

AUTHORITY

Stockton Municipal Code Section 2.36.030 (A) states “It shall be the duty of the Civil Service Commission to Establish Rules and Regulations: To adopt, amend or repeal rules for the administration of the Civil Service System.”  Therefore, this amendment is being proposed in accordance with section 2.36.030 (A).
