RECOMMENDATION

 

It is recommended that the City Council approve a resolution to:

 

1.                     Approve findings pursuant to Stockton Municipal Code (SMC) 3.68.070 in support of an exception to the competitive bidding process for the repair of the Regional Wastewater Control Facility (RWCF) 60-inch influent sewer line, Project No. M16023.

 

2.                     Approve the plans and specifications for the RWCF 60-inch Influent Sewer Line Repair, Project No. M16023.

 

3.                     Award a construction contract in the amount of $538,500 to Power Engineering Construction Company of Alameda, CA for the RWCF 60-inch Influent Sewer Line Repair, Project No. M16023 (Exhibit 1 to the Resolution).

 

4.                     Approve the filing of Notice of Exemption No. MUD-CE-3-16 under the California Environmental Quality Act (CEQA) for the Regional Wastewater Control Facility 60-inch Influent Sewer Line Repair, Project No. M16023 (Exhibit 2 to the Resolution).

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department operates and maintains the Regional Wastewater Control Facility (RWCF).  Three large diameter sewer lines (48-inch, 60-inch, and 78-inch) convey raw sewage to the RWCF Headworks for treatment.  Over time, due to the presence and accumulation of sewer gases in the 60-inch line, the crown of the pipe deteriorated and recently failed necessitating an immediate repair. 

 

If approved by Council, this resolution will award a construction contract in the amount of $538,500 to Power Engineering Construction Company for the Regional Wastewater Control Facility 60-inch Influent Sewer Line Repair, Project No. M16023.

 

 

DISCUSSION

 

Background

 

Three large diameter sewer lines (48-inch, 60-inch, and 78-inch) convey raw sewage to the RWCF Headworks for treatment.  One of these three lines, a 60-inch reinforced concrete pipe, was originally constructed in the late 1940’s. 

 

Earlier this year, MUD staff noticed a settlement of the asphalt in the parking lot above the 60-inch pipe, and more recently a pavement failure occurred.

 

Suspecting a failure of the 60-inch pipe, MUD staff performed a Closed-Circuit Television inspection.  However, due to limited visibility and access, staff was unable to fully determine the extent of the failure.  Additionally, staff discovered that two abandoned concrete structures adjacent to the 60-inch pipe are deteriorated and are also in need of immediate repair. 

 

The pipe and structures are approximately 25 feet below ground, and significant shoring will be required to prevent collapse of the surrounding area into the worksite.  At this time, the age of the pipe, unknown conditions and underground workspace are all substantial factors contributing to the urgency and cost of repairs.

 

Present Situation

 

In an effort to address the safety concerns regarding the deteriorated underground structures and the collapsed 60-inch sewer line, MUD staff solicited quotations from four general contractors that are highly experienced in underground pipeline repairs and qualified to perform this specialized work. 

 

Contractors were invited to visit the job site and become familiar with the requirements of the work.

 

Based on information provided by the City, the following bids were submitted on November 15, 2016:

In addition, Teichert Construction (Stockton) and Knife River (Stockton) were invited to bid; however, both declined to submit a bid due to their current workload.

 

The bid received by the apparent low bidder, Power Engineering Construction Company of Alameda, CA is regular in all aspects and compliant with the project requirements. 

 

It is recommended that Council authorize the City Manager to execute the construction contract (Exhibit 1 to the Resolution) in the amount of $538,500.00 with Power Engineering Construction Company of Alameda for the Regional Wastewater Control Facility 60-inch Influent Sewer Line Repair, Project No. M16023. 

 

 

ENVIRONMENTAL CLEARANCE

 

It has been determined that this action/project is exempt from the requirements of the California Environmental Quality Act, since this type of action/project has been granted a “Categorical Exemption” under Article 19, Section 15302(c) of the State of California Environmental Quality Act Guidelines.

 

 

LOCAL EMPLOYMENT ORDINANCE

 

This project is exempt from the Local Employment Ordinance pursuant to Stockton Municipal Code Section 3.68.095-K-2.  The Stockton Municipal Code allows exemptions to City construction contracts or portions thereof, wherein the work is of highly specialized nature.  The work involved in this project has been determined to be of a highly specialized nature.

 

 

FINDINGS

 

The findings in support of an exemption to the competitive bidding process pursuant to SMC section 3.68.070 for this repair are as follows:

 

1.                     The age of the pipe, unknown conditions and underground workspace make repair of the 60-inch influent pipe complicated.

 

2.                     Time is of the essence for this repair work as further delays will result in increased scope of work, cost and further deterioration of pipe and concrete structure failure.

 

3.                     Complete failure could affect the operation of the Regional Wastewater Control Facility.

 

4.                     To expedite the procurement of contractor services to perform this time critical repair work, bids were requested from four contractors qualified to perform such significant and complicated repairs.

 

5.                     It is in public interest to repair and/or replace the failed 60-inch sewer line, as further delays will result in increased safety concerns and potential exposure to liability from structure damage.

 

6.                     Power Engineering Construction Company is available and capable of completing the necessary repairs to the 60-inch influent sewer line and adjacent structures.

 

 

FINANCIAL SUMMARY

 

Funds for this project in the amount of $538,500 are available in the Wastewater Utility RWCF Maintenance and Repair Services Account 431-4331-575. 

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
