It is recommended that the City Council adopt a resolution creating a new represented classification of Emergency Communication Dispatch Manager and approve the salary range.

Summary

 

The Fire Department is requesting to establish a new classification of Emergency Communication Dispatch (ECD) Manager to be placed within the classified service of the civil service system and represented by the Stockton Mid-Management “B” bargaining unit.  Upon adoption, the Director of Human Resources has the authority to maintain and approve class specifications in accordance with Civil Service Rules and Regulations for Miscellaneous Employees, Rule IV Classification, Sections 1 and 4.

 

This civilian single-incumbent, management level position will lead assigned staff and work activities for the City’s ECD Center and ensure that the Division is conforming to national standards for Fire and Emergency Medical Services dispatch centers.  In addition, this classification will also participate and be assigned related duties for the San Joaquin County Regional Fire Dispatch Authority (SJCRFDA), a Joint Powers Authority. 

 

 

DISCUSSION

 

Background

 

In 2014, the City recruited for a Program Manager III position to manage the ECD Center and was unsuccessful in obtaining a qualified candidate.  Subsequently, the Fire Department requested that Human Resources staff analyze the operational needs of the ECD Center and recommend a classification that will provide an appropriate level of management.  In the meantime, the ECD Center has been managed by a temporary Program Specialist under the direction of the Fire Chief. 

 

After a thorough evaluation, it was determined that the Fire Department needs a designated ECD Manager position to be responsible for overall management of the ECD Center to ensure the division is conforming to national standards for Fire and Emergency Medical Services dispatch centers.  Under the direction of the Fire Chief, the incumbent of this position will have broad discretion to make independent decisions within the overall policy guidelines established by the department.  The ECD Manager will be responsible for developing and implementing policies, procedures and operating standards for the ECD Center and for continuously evaluating the efficiency and maintenance of all ECD communication equipment and systems.  The position will also be responsible for developing and maintaining multi-agency cooperative services, providing performance and service status reports, and managing contract service proposals and service enhancements to other agencies.  The ECD Manager may support SJCRFDA on an as-needed basis as directed by the Fire Chief.

 

Present Situation

 

The City’s ECD Center provides fire dispatch services for the City of Stockton and has historically provided contract services to the Lathrop-Manteca Fire District, City of Lodi, and City of Manteca.  On July 1, 2016, the City of Tracy joined the SJCRFDA, which increased the combined call volume handled by the City’s ECD Center to approximately 60,000 calls per year.  Establishing a new ECD Manager classification will assist the Fire Department in hiring a well-qualified employee to perform the complex duties of managing the City’s ECD Center and supporting the regional operations of the SJCRFDA. 

 

To establish the recommended salary range, Human Resources staff completed an external market survey and did an internal equity evaluation.  Based on analysis of the information collected, staff recommends the following salary range:

The Mid-Management “B” bargaining unit reviewed the proposed ECD Manager classification and salary range and gave their approval to move forward on August 31, 2016.

 

 

FINANCIAL SUMMARY

 

No additional funding is necessary.  The Fire Department budgeted for an ECD Manager position in the FY 2016-17 budget under account number 010-2660-510.
