RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Award a Professional Services Contract in the amount of $846,641 for construction management services with Parsons Brinckerhoff, Inc. (Parsons) for the Hammer Lane Widening Phase 3B, Project No. PW1427.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

On March 10, 2015, by Resolution No. 2015-03-10-1201, Council adopted the City/San Joaquin Council of Governments (SJCOG) Cooperative Agreement, which provided up to $9,500,000 in Measure K renewal funding for the Hammer Lane Widening Phase 3B, Project No. PW1427.  This project will widen Hammer Lane between Alexandria Place and Thornton Road from four to six lanes with traffic signal improvements, landscaped medians, curb, gutter, sidewalks, bicycle lanes, and landscaping (Attachment A - Vicinity Map).  The project will also install a storm drain system along Pershing Avenue between Hammer Lane and Five Mile Slough. 

 

Council awarded a Construction Contract to DSS Company dba Knife River Construction on September 27, 2016, by Resolution No. 2016-09-27-1211.  Professional construction management services are required to ensure that the project is constructed according to the contract requirements and City standards.  Therefore, on May 26, 2016, the City advertised a Request for Proposals (RFP) for construction management services for the Hammer Lane Widening Phase 3B project.  Four proposals were received.  The Selection Committee evaluated the four proposals and found Parsons of Stockton, CA, to be the most qualified firm.  It is recommended that Council approve a motion awarding a Professional Services Contract in the amount of $846,641 to Parsons and authorize the City Manager to take appropriate and necessary actions to carry out the purpose and intent of this motion.  It is anticipated that the project construction will begin in the fall of 2016 and be substantially completed by the end of 2017. 

 

 

 

 

 

 

DISCUSSION

 

Background

 

In October 1994, Council adopted specific plans for nine roadway corridors, one of which included the Hammer Lane corridor.

 

The Specific Plan for Hammer Lane called for the roadway to be widened to six lanes from Interstate 5 to Thornton Road, and to eight lanes from Thornton Road to SR99. The widening of Hammer Lane was divided into multiple phases as follows: Thornton Road to the Union Pacific Railroad crossing (Phase 1), Union Pacific Railroad underpass to the formerly Southern Pacific Railroad crossing (Phase 2), and Kelley Drive to Thornton Road (Phase 3).  Phases 1 and 2 were completed in 2003 and 2004, respectively.  

 

On March 8, 2005, Council adopted Resolution No. 05-0080, which authorized an Amendment to the Professional Services Master Contract with Mark Thomas & Company, Inc. for final design of the third phase of the Hammer Lane Widening project from Kelly Drive to Thornton Road. Phase 3 plans were completed, but were split into two phases - Phase 3A (Kelly Drive to Alexandria Place) and Phase 3B (Alexandria Place to Thornton Road) - due to funding availability, right-of-way acquisition issues, and utility relocations.  Phase 3A construction was completed in 2008, leaving Phase 3B as the last remaining piece of the Hammer Lane Widening project to be completed.

 

The Hammer Lane Widening Phase 3B project was originally anticipated to receive Measure K Congestion Relief Regional Arterial funding for construction in 2011. However, the downturn in the economy severely impacted Measure K revenues, and construction funds were no longer available.  The project was then left to wait until funding was available from the Measure K Program, which was projected to be no earlier than 2021.

 

In 2014, SJCOG and the City developed a proposal to deliver the project by advancing Measure K funds through the sale of bonds.  On March 10, 2015, by Resolution No. 2015-03-10-1201, Council adopted the City/SJCOG Cooperative Agreement, which provided up to $9,500,000 in Measure K bond funds for the Hammer Lane Widening Phase 3B project.  Principal and interest on the bond funds will be paid back through the collection of future Measure K revenues.

 

On May 19, 2015, Council approved an Amendment to the Professional Services Master Contract with Mark Thomas & Company, Inc. to update the plans, specifications, estimate, and environmental document.  Mark Thomas & Company, Inc. reviewed the environmental documents from 2006, and determined that the project is still adequately represented by the existing environmental document, and no further action is required.  The final project design will widen Hammer Lane between Alexandria Place and Thornton Road from four to six lanes with traffic signal improvements, landscaped medians, curb, gutter, sidewalks, bicycle lanes, and landscaping.  The project will also install a storm drain system along Pershing Avenue between Hammer Lane and Five Mile Slough to discharge the roadway drainage to the slough.  Portions of the project are within the unincorporated San Joaquin County.

 

On September 27, 2016, Council adopted Resolution No. 2016-09-27-1211, which authorized the City Manager to execute a Construction Contract with DSS Company dba Knife River Construction for construction of the project.  Council also approved a Cooperative Agreement with San Joaquin County that obligates the County to pay their fair share for construction of the project in County jurisdiction.

 

Present Situation

 

Due to the size and scope of this project, the City does not have the sufficient staff resources to manage and administer construction operations.  Therefore, consultant construction management services are required to supplement staff during the various construction stages and to ensure that the project is constructed according to the contract documents and City standards.

 

On May 26, 2016, the City advertised a RFP for construction management services for the Hammer Lane Widening Phase 3B project.  Four proposals were received from the following four engineering firms:

 

                     Parsons Brinckerhoff, Inc. (Stockton, CA)

                     NV5, Inc. (Manteca, CA)

                     4 Leaf, Inc. (Pleasanton, CA)

                     Caltrop (Sacramento, CA)

 

A Selection Committee comprised of representatives from Public Works evaluated and ranked all proposals based on each firm’s understanding of the project, experience with similar kinds of work, qualifications of staff, project approach, and cost proposal.  The Selection Committee evaluation process included interviews with the first and second ranked firms, Parsons and NV5, Inc., respectively.  Parsons received the highest ranking based on the above noted criteria, and was determined to be the most qualified firm for this project once interviews were conducted.  Parsons’ proposal demonstrated a clearer understanding of the construction approach and addressed the key issues such as traffic control, right of way, and public outreach (working with property owners to keep them informed).  Parsons also provided the most efficient and experienced team for the project.  The team leader will be an experienced engineer who has worked on many City projects and is very familiar with City business processes and expectations.

 

Staff negotiated a fee in the amount of $846,641 with Parsons for construction management services for the Hammer Lane Widening Phase 3B project.  The negotiated fee is approximately 15 percent of the cost of construction, which is reasonable for a project of this size and complexity.  Staff recommends Council approve a motion to award a Professional Services Contract to Parsons for construction management services for the Hammer Lane Widening Phase 3B project (Attachment B).  It is anticipated that the project construction will begin in early 2017 and be substantially completed by the end of 2018. 

 

FINANCIAL SUMMARY

 

This project is fully funded with Measure K Renewal bond funds that have been secured and appropriated.  There is no local match requirement.  There is sufficient funding in the project account (PW1427, 080-3020-640) to award a Professional Services Contract, in the amount of $846,729, to Parsons.  Remaining account funds will be used for contingencies, change orders, and staff costs.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
