It is recommended that the City Council adopt a resolution:

 

1)                     Approving a contract with Indigo Hammond + Playle Architects, LLP in the amount of $599,800 for architectural and engineering services and appropriating funds relating to the design of tenant improvements for the Stockton Police Department facilities at 22 E.  Market Street and the 1st and 3rd floors of 22 E. Weber Avenue; and

 

2)                     Authorizing the City Manager to take necessary and appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The Stockton Police Department facility at 22 E. Market Street was constructed in 1970.  Since its construction, there have been minimal improvements made to the building.  The Police Department occupies all of the 2nd and 4th floors and portions of the 1st and 3rd floors of the Stewart Eberhardt building at 22 E. Weber.  With the passage of Measure A, the police department personnel is expanding its operations.  Human Resources staff have vacated space on the 1st floor and Public Works will be vacating their space on the 3rd floor of the Stewart Eberhardt building.  Tenant improvements are needed in order for the Police Department to utilize both spaces effectively for their operations.  

 

Staff is requesting approval to execute a contract with Indigo Hammond + Playle Architects, LLP in the amount of $599,800 for architectural, engineering and design services to maximize space capacity in the Police Department facilities at 22 E. Market Street and 1st and 3rd floor of 22 E. Weber Avenue.  The proposed architectural and engineering services contract is necessary in order to properly and cost-efficiently construct such improvements, which will ultimately allow the Police Department to expand operations.

 

Funding for the project was approved with the 2016-2021 Capital Improvement Plan on June 21, 2016 Council Resolution 2016-06-21-1605.  

 

 

 

DISCUSSION

 

Background

 

The Stockton Police Department Main Facility was constructed in 1970.  Since its construction, there have been minimal improvements made to the building.  The Stewart Eberhardt Building, located at 22 East Weber Avenue, is a four-story essential services building that currently houses sections of the Police and Public Works Departments.  The increase in Police staffing resulting from Measure A and implementation of the Marshall Plan created a need for additional office space to support the operations of the Police Department.  The Public Works staff in this building will eventually be moved to an alternate location.

 

The Police Department will grow significantly over the next few years in support of the Marshall Plan.  This includes 120 sworn and 31 civilian public safety positions.  The Police Department needs additional space to accommodate this increase in public safety staff and activities.   The “Police Facilities” Project No. PW 1535 was approved as part of the 2016-2021 Capital Improvement Plan on June 21, 2016, Council Resolution 2016-06-21-1605, in order to address the Police Department’s additional space needs.  

 

Present Situation

 

In May 2016, the City issued a Request for Proposals (RFP) for architectural and engineering services to maximize space capacity at the Police Department facilities at 22 E. Market Street and the 1st and 3rd floors of 22 E. Weber Avenue.  On May 26, 2016, eight (8) firms participated in the building walk-through and five (5) proposals were submitted from the following firms:

 

                     Indigo Hammond + Playle Architects, LLP (Davis, CA)

                     LDA Partners (Stockton, CA)

                     WMB Architects (Stockton, CA)

                     CH&D Architects (Sacramento, CA)

                     LPAS Architecture+Design (Sacramento, CA)

 

A Selection Committee, comprised of staff from Police Department, Public Works, Economic Development, Administrative Service and City Manager’s Office, reviewed and ranked all proposals.  The proposals were ranked based on each firm’s experience and knowledge of space planning, relocation planning, demonstrated ability to repurpose office space, staff qualifications, project understanding, and fee.  The Selection Committee interviewed the two (2) highest ranked firms that demonstrated the most applicable experience, expertise, and capacity to meet the proposed timeline.  The two firms selected for an interview were Indigo Hammond + Playle Architects, and LDA Partners.

 

The Selection Committee conducted interviews on July 18, 2016 and determined that Indigo Hammond + Playle Architects, LLP was the most qualified and responsive firm.  Indigo Hammond + Playle Architects, LLP is a firm that’s been in business since 1999.  They have extensive experience in architectural design and functional planning of police facilities for both tenant improvements and new construction.  Some of their project experience includes:

 

                     San Ramon Building PD Building Assessment & Renovation, remodel of 20,300 sf of habitable space.

                     Fairfield PD Renovations, conducted needs assessment study and phasing plan to remodel 1,600 s.f. operations facility keeping operation going during remodel.

                     Dublin Police Service and Public Safety Complex Improvements, remodel of 20,300 sf of habitable space with up to 8,400 adjunct storage space.

                     Union City Police Department Renovations, expansion of existing evidence storage and added motorcycle parking, SWAT locker rooms and upgrades to public toilets.

                     Space Planning for San Leandro Police Department Expansion, renovation of 3,750 sf of a 1967 two-story police building.

                     Yuba County Sheriff’s Facility Renovations, remodel of a 56,000 sf two-story existing office building.

                     Orland Police Headquarters Remodel and Addition, project restored an abandoned building to new community safety facility.

 

Indigo Hammond+Playle Architects, LLP has formed a quality team of professionals for the project, including:

 

                     Point 2 Structural Engineers, Inc. founded in 1998 (structural).

                     Guidepost Solutions founded in 1984 (security).

                     Peters Engineering founded in 1976 (mechanical design).

                     M. Neils Engineering, Inc., founded in 1990 (electrical, data, telecommunications design).

                     designTECH over 30 years of experience (space planning).

                     Entek Consultant Group Inc., founded in 1987 (hazmat assessment and remediation).

 

Indigo Hammond+Playle Architects, LLP has a reputation of quality design, functional planning, and cost-conscious solutions. 

 

It is recommended that Indigo Hammond + Playle Architects, LLP be awarded a professional services contract (Exhibit 1 to the Resolution) in the amount of $599,800 for architectural and engineering services relating to the repurpose and reuse of the existing main police facility, 22 E. Market and vacated space at 22 E. Weber Ave.

 

Upon Council approval, design work will begin with architectural and engineering services is expected to be completed by Spring 2017.  Staff will return to the City Council for approval of a construction contract following the completion of the architectural/design work and appropriation of additional funds.

Funding for the project was approved with adoption of the 2016-2021 Capital Improvement plan on June 21, 2016 Council Resolution 2016-06-21-1605.  There is sufficient funding in project account PW 1535, 301-3020-640, to award a professional services contract, in the amount of $599,800, to Indigo Hammond + Playle Architects, LLP.
