APPROVE RESOLUTION TO AUTHORIZE THE 2015 SANITARY SEWER MAINTENANCE HOLE REHABILITATION (PROJECT NO. M16005)

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the filing of Notice of Exemption No. CE015-16 under the California Environmental Quality Act (CEQA) for the 2015 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M16005).

 

2.                     Approve the plans and specifications for the 2015 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M16005).

 

3.                     Award a Construction Contract in the amount of $392,050 to SoCal Pacific Construction Corporation dba National Coating and Lining Company (SoCal), of Murrieta, CA, for the 2015 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M16005).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

MUD performs on-going inspection and maintenance of the City’s sanitary sewer collection system that includes monitoring levels of corrosive gas accumulation, groundwater infiltration, and signs of age and disrepair.  The Municipal Utilities Department (MUD) identified 60 sewer maintenance holes throughout the City that are severely deteriorated (Attachment A - Vicinity Map) due to either high corrosive gas levels or high groundwater infiltration levels.  The 2015 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M16005) addresses this deterioration by repairing and sealing the interior surface of the 60 sewer maintenance holes.

 

On July 28, 2016, the City received three bids for the project.  Award of the contract to the low bidder, SoCal, in the amount of $392,050, is recommended.  It is also recommended that Council adopt a resolution authorizing the filing of Notice of Exemption No. CE015-16 under CEQA. Construction is anticipated to be completed by the summer of 2017.

 

DISCUSSION

 

Background

 

MUD performs on-going inspection and maintenance of the City’s sanitary sewer collection system, with an emphasis on the larger diameter lines.  The large diameter pipe inspection program consists of monitoring levels of corrosive hydrogen sulfide gas, groundwater infiltration, and signs of age and disrepair.  Trunk lines, and the associated maintenance holes, with patterns of high corrosive gas levels are the highest priority for rehabilitation. The program also includes visual inspection of maintenance holes to identify brick and mortar cracking that can lead to accelerated groundwater infiltration and rapid deterioration.

 

MUD has identified 60 maintenance holes that are severely deteriorated and are priorities for rehabilitation.  The priority locations are: 1) part of the large diameter sanitary sewer system located along Pock Lane, Ralph Avenue, and Horton Avenue, which receive industrial waste and exhibit high corrosive gas levels, and 2) along Shoreline Drive, Sacchetti Circle, and William Moss Blvd, which are high groundwater table areas with significant infiltration levels.

 

The 2015 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M16005) is designed to eliminate infiltration, repair voids, restore structural integrity, and provide corrosion protection to the 60 maintenance holes identified for repair by MUD’s large diameter trunk line inspection program.   Rehabilitation of the 60 maintenance holes includes removing corroded or dilapidated material, performing necessary preparatory repairs, and applying monolithic epoxy coating to the wall surfaces of the existing maintenance holes.  This method allows the rehabilitation to be done with minimal excavation and impact, and is anticipated to extend the maintenance hole service life a minimum of 25 years.

 

The work is highly specialized as it requires the use of specifically designed spray pump equipment to apply a bio-degradable concrete cleaner, followed by a high pressure water or sand blasting process.  All personnel handling and installing the epoxy coating material must be certified by the manufacturer with at least three years of experience, and comply with all confined space entry requirements.

 

Public Works’ staff completed the preparation of specifications for this project, and the project was advertised for bids on July 7, 2016.

 

Present Situation

 

On July 28, 2016, three bids were received with the following results:

Application of the Local Business Preference Ordinance pursuant to Stockton Municipal Code (SMC) section 3.68.090 has no effect on the bid order as no local firms bid on the job.

 

The Local Employment Ordinance, pursuant to SMC section 3.68.095, allows exceptions to City construction contracts or portions thereof, wherein the work is of a highly specialized nature as determined by Council when the contract specifications are approved.  The work involved with this project is considered highly specialized, therefore the specifications did not require application of this ordinance.

 

The bid from SoCal is responsive and regular in all respects. SoCal has the proper license to perform the work. Staff recommends approving the plans and specifications for the project, and awarding the Construction Contract to SoCal of Murrieta, CA, in the amount of $392,050. It is anticipated that construction will be completed by the summer of 2017.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code Section 65402, and is exempt from the requirements of CEQA as specified under Article 19, Sections 15301, Class 1, and 15302, Class 2, of the CEQA Guidelines.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in Account No. 437-7702-670 (CIP - Wastewater/Sanitary System Repairs) to award this contract.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
