Summary

 

The City Council has authority to exclude classifications from the classified Civil Service system pursuant to Stockton Municipal Code section 2.36.060.  This request is being made as a result of a recent classification change elevating this position from a supervisory to management level position within the Mid-Management/Supervisory Level Unit (B&C) bargaining unit.  Pursuant to section 4.2 of the B&C Memorandum of Understanding (MOU), management level positions are excluded from classified service.   

 

DISCUSSION

 

Background

 

The Director of Human Resources is amending the Fleet Manager classification to focus the job specifications on mid-management level responsibilities.  These changes were requested by the Public Works Department to better align the expectations and qualifications of the classification with the operational needs of the department. 

 

The current classification includes supervisory requirements that are no longer sufficient to support the needs of City Fleet Management.  The amended class specification for Fleet Manager will have increased management oversight of the City’s Fleet Services Division and will be responsible for the citywide vehicle equipment maintenance program, which currently encompasses 27 employees with a Fiscal Year 2016-2017 budget of approximately $11.9 million.  The incumbent will be responsible for formulating policy, developing goals and objectives, managing staff, providing leadership, administering the Internal Service Fund budget, and directing day-to-day operational activities of the Fleet Services Division.

 

As a result of these class specification changes, the Fleet Manager classification is being elevated from the supervisory level to the management level of B&C.  In accordance with section 4.2 of B&C’s MOU “[M]id-Management Level positions do not have Civil Service status.”  Representatives from B&C have reviewed the revised Fleet Manager classification and have concurred with the classification amendments, including placement at the management level, and exclusion from the Civil Service system.

 

Present Situation

 

At this time, staff is recommending that the City Council adopt the proposed resolution to exclude the Fleet Manager classification from the Civil Service system pursuant to Municipal Code section 2.36.060, which states “[t]he City Council shall from time to time establish and amend by resolution, a list of classifications of employees excluded from competitive service.” 

 

The Fleet Manager position is currently vacant.  Prior to filling the vacancy, the Director of Human Resources is amending the classification based on the operational needs of the Public Works Department.  Recruitment for the Fleet Manager position will commence once all of the changes are finalized.

 

 

FINANCIAL SUMMARY

 

A review of the current salary indicates that the revised classification is appropriately positioned in the market and no salary adjustment is necessary.  Funding and position allocation is included in the Public Works Department budget for Fiscal Year 2016-17 in the Fleet Internal Service Fund account 501-5021-572.10-10.  There are no additional costs associated with this action.
