Summary

This report is provided to inform the Civil Service Commission that the Director of Human Resources has amended the Plant Maintenance Mechanic/Senior Plant Maintenance Mechanic classification.  In accordance with Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.

 

DISCUSSION

 

Background

The changes to the Plant Maintenance Mechanic/Senior Plan Maintenance Mechanic were requested by Municipal Utilities Department (MUD) management to more accurately reflect current class specifications including principal duties and minimum requirements.  (Attachment A).

 

The updated classification is intended to address changes in technology and industry regulations, which has caused MUD management to adjust their operations.  For example, the purchase of cogeneration units and auxiliary equipment has resulted in an increased need for specialized skills.  In addition, MUD management wants to add a substitution pattern to the entry, journey, and senior levels to allow for outside experience with internal combustion engines. By updating the class specification and broadening the minimum qualifications, Human Resources will be able to attract a larger applicant pool of qualified candidates.

 

Present Situation

 

The Operating Engineers’ Local 3 - Operations and Maintenance (OE3) bargaining unit was provided with a copy of the proposed changes.  After discussing the classification updates, OE3 concurs with the changes.  The updated information will be used for future job recruitments. 

 

 

 

 

 

AUTHORITY

 

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources with the authority, on behalf of the Civil Service Commission, to amend class specifications as necessary to reflect the major duties of positions within the class and the job related knowledge, skills, and abilities necessary to perform the functions of the classification.
