RECOMMENDATION
Move to schedule a public hearing at the October 20, 2016 Civil Service Commission meeting, to amend the Civil Service Rules and Regulations for Miscellaneous Employees Rule VI, Section 3(a) which lists the reasons for disqualification of applicants during the application and examination process.

DISCUSSION
BACKGROUND
Civil Service Rules and Regulations for Miscellaneous Employees Rule VI, Section 3(a) details the rule regarding the reasons for disqualification of applicants during the application and examination process. The current rule is vague and does not clearly list and/or define all the reasons that may cause an applicant to be disqualified during the application and examination process. In addition, the current rule is written in paragraph form, which is inconsistent with the format of other rules that are listed as numerical bullet points.
PRESENT SITUATION
Human Resources is requesting to amend Rule VI, Section 3(a) to
• Update formatting;
• Provide language clarification;
• Address Americans with Disabilities Act and Fair Employment Housing Act requirements, and
• Include best management practices.
Attached for your information and review is the proposed rule amendment. The bargaining units that would be affected by this rule amendment have been notified of the proposed rule change.
AUTHORITY
Stockton Municipal Code section 2.36.030 (A) states “It shall be the duty of the Civil Service Commission to Establish Rules and Regulations: To adopt, amend or repeal rules for the administration of the Civil Service System.” Therefore, this amendment is being proposed in accordance with section 2.36.030 (A).
