RECOMMENDATION

 

It is recommended that the City Council approve a motion authorizing the City Manager to execute a professional services agreement between the City of Stockton and SMG, a Pennsylvania general partnership, for the Stockton Fire Department to provide emergency medical services for various events held at the Stockton Arena and other facilities managed by SMG.

 

It is further recommended that the motion authorize the City Manager to take appropriate actions to carry out the purpose and intent of this motion.

Summary

 

The Stockton Fire Department (SFD) currently provides general emergency medical services (EMS) at the Advanced Life Support (ALS) level for various events at the Stockton Arena, the Bob Hope Theatre, Oak Park Ice Rink and the Stockton Ballpark. 

 

The contract between SMG and the City of Stockton (City) for medical services at these facilities expires on October 30, 2016.  This motion will allow the Stockton Fire Department to continue providing general EMS services for events held at the Stockton Arena and other facilities managed by SMG.  SFD will be compensated for such services including staff transportation (non-ambulance) and associated medical equipment and supplies.

 

DISCUSSION

 

Background

 

The Stockton Arena is a 10,040 seat indoor arena that hosts various sporting events along with concerts and other special type events.  On October 16, 2008, the City of Stockton entered into a contract with International Facilities Group (IFG) - Stockton Inc. to provide general emergency medical services for this facility.  All management services provided by IFG were terminated on January 25, 2011 and the City simultaneously entered into a facilities management agreement with SMG, for the operations and maintenance of the Stockton Arena, Bob Hope Theatre, Oak Park Ice Rink, and the Stockton Ballpark.  This facilities management agreement with SMG ends on February 24, 2021.

 

The City transferred and assigned all of the former operator’s (International Facilities Group - IFG) pre-existing contracts and agreements associated with the above mentioned events facilities to SMG, which included the contract with the Stockton Fire Department to provide emergency medical services for the Stockton Arena. 

 

Present Situation

 

The professional services contract with SMG for medical services is due to expire October 30, 2016.  The Stockton Fire Department has negotiated a new agreement with SMG to continue providing general emergency medical services for the arena and all other facilities managed by SMG.  This new agreement allows SFD to continue providing EMS staffing at the arena at the Advanced Life Support (ALS) level.  The staffing level consists of one Emergency Medical Technician (EMT) and one Paramedic.  The proposed agreement includes staff transportation (non-ambulance), medical equipment and supplies necessary to perform the general emergency medical services.  EMS services will be provided for each event at the Arena and services at the other facilities will be provided on an event-by-event basis with prior confirmation and approval by SFD.

 

During the past four-year contract with SMG, revenues amounting to approximately $200,000 were collected by SFD for providing medical services at events held at the Stockton Arena.  Staff recommends that the City Council authorize this proposed professional service agreement, for SFD to continue providing EMS services for various events at these facilities.   

 

If approved, this new agreement shall begin October 31, 2016 and will remain in effect through February 24, 2021, to coincide with the end date of the facilities management agreement of the City with SMG.

 

FINANCIAL SUMMARY

 

The Stockton Fire Department will be compensated by SMG on an hourly basis for payroll costs, staff transportation and equipment, and will be reimbursed for associated medical supplies for providing EMS services at Stockton Arena and other SMG managed facilities.  Revenues associated with this contract are estimated to be $50,000 per year and shall be credited to Fire General Fund account 010-2620-371.90-07.
