RECOMMENDATION
It is recommended that by motion action the City Council adopt a Council Policy establishing guidelines for the expenditure of funding appropriated specifically for the Mayor and Council for discretionary uses.

Summary
The City Council appropriated $150,000 in the Fiscal Year 2016-17 Adopted Budget for discretionary expenses of the Mayor and Council. The consensus of the Council established funding limits of $60,000 for the Mayor and $15,000 for each Councilmember. The consensus of the Council was also to establish a policy and guidelines for the expenditure of these funds.
The proposed policy is recommended for adoption as Chapter 5.10 of the Council Policy Manual, establishing the policy and guidelines for the expenditure of Mayor and Councilmember discretionary funding (Exhibit 1 to the Resolution). The policy outlines the purpose for allocating discretionary funding, guidelines for appropriate expenditures and penalties for violation of the policy. The policy also outlines that requests for payment from discretionary funds will be processed through the regular procurement procedures established by the City and subject to the limitations and legal requirements established by these procedures.
