RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the plans and specifications for the Outfall Controls Improvements, Project No. M14010.

 

2.                     Award a Construction Contract in the amount of $259,638.12 to Schrader Mechanical, Inc. of Lodi, CA for the Outfall Controls Improvements, Project No. M14010 (Exhibit 1 to Resolution).

 

3.                     Approve the filing of Notice of Exemption No. CE014-16 under the California Environmental Quality Act (CEQA) for the Outfall Controls Improvements, Project No. M14010 (Exhibit 2 to Resolution).

 

It is further recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

As part of the Capital Improvements and Energy Management Plan (CIEMP), adopted by City Council in 2011, and the FY 2016-2021 Capital Improvement Plan, the Outfall Controls Improvement Project will improve treatment control and data collection at the final stage of the wastewater treatment process.  Programmable Logic Controllers (PLCs) and water quality analyzers monitor and control the dechlorination process, provide siphon control, and measure other water quality parameters such as pH and turbidity as required by the National Pollution Discharge Elimination System (NPDES) Permit issued by the California Regional Water Quality Control Board.  The existing water quality analyzers and PLCs, while currently functioning, are past their useful life, obsolete, and no longer supported by the product manufacturers.  These improvements will ensure the last stage of treatment process is reliable and efficient.

 

On July 14, 2016, the City received three bids for the Regional Wastewater Control Facility (RWCF) Outfall Controls Improvements, Project No. M14010.  The project is intended to improve the dechlorination process and enhance treated wastewater flow control prior to discharge to the San Joaquin River. 

 

If approved, this action will authorize the award of a construction contract in the amount of $259,638.12 to the lowest responsive bidder, Schrader Mechanical, Inc. of Lodi, CA. 

 

DISCUSSION

 

Background

 

The Municipal Utilities Department (MUD) operates and maintains the RWCF, which treats wastewater conveyed by the collection system serving the greater Stockton Metropolitan Area. The State has imposed the highest level of requirements on the RWCF because of the size and complexity of the wastewater treatment process.  Wastewater treatment is a multi-stage process at the RWCF.  The process involves mechanical screening to remove solid materials and biological and chemical treatment to disinfect the filtered water.  The last stage of the treatment process involves the neutralization of chlorine used to disinfect the treated water prior to discharge to the San Joaquin River.  This final step in the treatment process is the regulatory compliance point in the City’s NPDES permit with the California Regional Water Quality Board.

 

PLCs are used to automate controls on various electromechanical processes in the Outfall.  These PLCs communicate to the SCADA (Supervisory Control and Data Acquisition) system that monitors and controls treatment plant processes.

 

The Outfall PLCs control vital processes at the Outfall including the dechlorination process and siphon control as well as monitoring water quality parameters such as pH and turbidity as required by the wastewater discharge permit.  The existing water quality analyzers and PLCs, while currently functioning, are past their useful life, obsolete, and no longer supported by the product manufacturers.  These improvements will ensure the last stage of treatment process is reliable and efficient.

 

This project is part of the tertiary plant improvements identified in the Capital Improvements and Energy Management Plan (CIEMP), Element 2B.5, PLC replacements adopted in 2011 and included in the FY 2016-2021 Capital Improvement Plan as part of the Regional Wastewater Control Facilities Modifications.

 

Present Situation

 

The Outfall Controls Improvements Project No. M14010 was advertised on June 7, 2016.  A mandatory pre-bid conference was held on June 22, 2016 with four prospective bidders in attendance.  A two-hour field visit was also conducted after the pre-bid conference.  On Thursday, July 14, 2016, three bids were received with the following results:

The bid of Schrader Mechanical, Inc., the lowest responsive bidder, is regular in all respects.  Schrader Mechanical, Inc. has the proper license to perform the work. Staff recommends awarding the Construction Contract to Schrader Mechanical, Inc. in the amount of $259,638.12.

 

Both the Local Employment Ordinance (Stockton Municipal Code section 3.68.095) and the Local Preference Ordinance (Stockton Municipal code section 3.68.090) apply to this contract.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is exempt from the requirements of California Environmental Quality Act (CEQA) as specified under Article 19, Section(s) 15301, Class 1 and 15302, Class 2(P16-0301), of the CEQA Guidelines.

 

The project is needed in advance and regardless of the upcoming Progressive Design-Build project for RWCF modifications.

 

FINANCIAL SUMMARY

 

Sufficient funds are available in account 437-7709-670 (Municipal Wastewater Utility - Capital Improvement Program Wastewater - RWCF Modifications and Replacements).

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
