It is recommended that the City Council approve a motion to appoint Emily Oestreicher and Dr. Tabia Lee to the Stockton Arts Commission.

Summary

 

The Stockton Arts Commission (SAC) membership is defined by Stockton Municipal Code section 2.94.040 as a 15 member board with appointments recommended by the SAC to the City Council for formal approval.  There were two vacancies on the SAC as of January 1, 2016.  The Governance Committee of the SAC conducted interviews in early July 2016 and presented a recommendation to the full commission on August 1, 2016. The commission voted unanimously to recommend the appointment of Emily Oestreicher and Dr. Tabia Lee.

 

DISCUSSION

 

Background

 

The Stockton Arts Commission is comprised of 15 members.  There are currently 2 vacancies on the Stockton Arts Commission.  In accordance with Council Policy, Title 3 chapter 3.02, the City Clerk initiated the recruitment process and forwarded the applications to the Community Services Department.  The recruitment process opened on January 19, 2016 and the City Clerk’s office continued to accept applications until February 11, 2016.  The vacancy announcement was posted on the City’s Boards and Commissions web page, and print copies were posted on the City’s public posting boards.  A request to publish a public service announcement was sent to the Stockton Record, City of Stockton affiliated agencies and organizations, and City staff were notified of the vacancy via email. 

 

City Council Policy also requires that the recruitment produce one more application than there are vacancies.  Twelve applications were received for the two vacancies.

 

Four applicants responded to interview requests and completed the interview process.  Upon completion of interviews, the Governance Committee recommended two applicants to the full Stockton Arts Commission.  On August 1, 2016 the Commission voted unanimously to recommend Emily Oestreicher and Dr. Tabia Lee to City Council for appointment to the Stockton Arts Commission.  In order to comply with established commission terms as outlined in City Council Policy 100-2, the four-year terms will be considered retroactive, effective January 1, 2016, and ending December 31, 2019. 

 

Present Situation

 

Pursuant to Stockton Municipal Code 2.94.040, the Mayor and City Council are responsible for ratifying the Stockton Arts Commission recommendation of new members.  The Commission recommends that the City Council ratify the appointment of Emily Oestreicher and Dr. Tabia Lee effective January 1, 2016 with terms ending December 31, 2019. 

 

FINANCIAL SUMMARY

 

These appointments to the Stockton Arts Commission will have no direct financial impact to the City.
