APPROVE RESOLUTION TO AUTHORIZE THE 1025 EAST PARK STREET STORM DRAIN UPGRADE (PROJECT NO. M16007)

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the filing of Notice of Exemption No. CE012-16 under the California Environmental Quality Act (CEQA) for the 1025 East Park Street Storm Drain Upgrade (Project No. M16007).

 

2.                     Approve the plans and specifications for the 1025 East Park Street Storm Drain Upgrade (Project No. M16007).

 

3.                     Award a Construction Contract in the amount of $74,237.19 to Sanact, Inc. dba Roto-Rooter of Livermore, CA, for the 1025 East Park Street Storm Drain Upgrade (Project No. M16007).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The 1025 East Park Street Storm Drain Upgrade project will abandon the existing inadequate drainage system in the 1000 block of East Park Street, and install a 12-inch storm pipeline along Park Street between Union Pacific Railroad (UPRR) and Union Street.  This project is part of the ongoing Capital Improvement Plan (CIP) project for Storm Drain Alleviation - Modifications and Additions. The CIP project is funded from storm water user fees. 

 

On June 2, 2016, the City received five bids for the 1025 East Park Street Storm Drain Upgrade (Project No. M16007).  The recommended resolution will approve the plans and specifications for the project, and award a Construction Contract to the lowest responsive bidder, Sanact, Inc. dba Roto-Rooter (Livermore, CA), in the amount of $74,237.19.  The resolution will also approve the filing of Notice of Exemption No. CE012-16 under CEQA.  It is anticipated that construction will be completed by the end of 2016.

 

DISCUSSION

 

Background

 

The FY 2015-2020 CIP included funding for the Storm Drain Alleviation - Modification and Additions project.  This ongoing project is designed to improve and repair the storm drain infrastructure at various locations to reduce flooding and overflows of storm water into the sanitary sewer system.  One of the identified priority projects in the CIP is the 1025 East Park Street Storm Drain Upgrade project, which will abandon the existing inadequate drainage system in the 1000 block of East Park Street, and install approximately 1,633-linear feet of 12-inch storm pipeline along Park Street, between UPRR and Union Street (Attachment A).  This project has been selected as a priority because the existing drainage system is non-standard and inadequately sized, with significant potential for blockages and flooding during major rainfall events, Improvements will include new catch basins and a new storm water maintenance hole.

 

Present Situation

 

On June 2, 2016, five bids were received with the following results:

Both the Local Employment Ordinance (Stockton Municipal Code (SMC) section 3.68.095) and the Local Business Preference Ordinance (SMC section 3.68.090) apply to this contract.

 

Three of the five bids received on the project are subject to the Local Business Preference Ordinance.  Applying a five percent bidder preference to the original bid amount from DR Pipeline, Inc., McFadden Construction, Inc., and DSS Company dba Knife River Construction does not change the bid order.  Therefore, Sanact, Inc. dba Roto-Rooter remains the low bidder for the project.

 

The bid from Sanact, Inc. dba Roto-Rooter is responsive and regular in all respects.  Sanact, Inc. dba Roto-Rooter has the proper license to perform the work.  Staff recommends approving the plans and specifications for the project, and awarding the Construction Contract to Sanact, Inc. dba Roto-Rooter in the amount of $74,237.19.  It is anticipated that construction will be completed by the end of 2016. 

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is exempt from the requirements of CEQA as specified under Article 19, Section(s) 15301, Class 1 and 15302, Class 2, of the CEQA Guidelines.  Staff recommends Council adopt a resolution authorizing the filing of a Notice of Exemption under CEQA.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in the CIP - Storm Drain Alleviation - Modification/Additions project account (447-7788-670) to award this contract.  This CIP project account is funded from storm water user fees.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
