RECOMMENDATION

 

It is recommended that the City Council approve a motion authorizing the City Manager to award a Professional Services Contract in the amount of $1,193,360 for construction management services with Psomas for the Thornton Road Widening, Project No. PW1428.

 

It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

On March 10, 2015, by Resolution No. 2015-03-10-1201, Council adopted the City/San Joaquin Council of Governments (SJCOG) Cooperative Agreement, which provided up to $14,500,000 in Measure K renewal funding for the Thornton Road Widening, Project No. PW1428.  The Thornton Road Widening project will widen Thornton Road between Pershing Avenue and Bear Creek from two to four lanes with buffered bicycle lanes, traffic signal improvements, curb, gutter, sidewalks, landscaping and public art. 

 

Council awarded a Construction Contract to Goodfellow Top Grade Construction, LLC on July 26, 2016, by Resolution No. 2016-07-26-1212.  Professional construction management services are required to supplement staff in order to ensure that the project is constructed according to the contract documents and City standards.  Therefore, On June 6, 2016, the City advertised a Request for Proposals (RFP) for construction management services for the Thornton Road Widening project.  Four proposals were received. The Selection Committee evaluated the four proposals and found Psomas of Roseville, CA, to be the most qualified firm.  It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract in the amount of $1,193,360 with Psomas.  It is anticipated that the project construction will begin in the fall of 2016 and be substantially completed by the end of 2017.

 

DISCUSSION

 

Background

 

In October 1994, Council adopted specific plans for nine roadway corridors, one of which included the Thornton Road corridor.

 

The Specific Plan for Thornton Road called for the roadway to be widened to six lanes from Pershing Avenue to Bear Creek.  Work began on the project in 2005, and on September 11, 2007, Council adopted Resolution No. 07-0382, which approved the Initial Study/Mitigated Negative Declaration, and adopted the Findings and Mitigation Monitoring/Reporting Program California Environmental Quality Act documents (Attachment A - Resolution No. 07-0382 and Attachment B - Vicinity Map).  Council also adopted Resolution No. 07-0393, which authorized an Amendment to the Professional Services Master Contract with Stantec Consulting Services, Inc. (Stantec) for final design of the project.

 

The Thornton Road Widening project was originally anticipated to receive Measure K Congestion Relief Regional Arterial funding for construction in 2011.  However, the downturn in the economy severely impacted Measure K revenues, and construction funds were no longer available.  The project was then left to wait until funding was available from the Measure K Program, which was projected to be no earlier than 2021.

 

In 2014, SJCOG and the City developed a proposal to deliver the project by advancing Measure K funds through the sale of bonds.  On March 10, 2015, by Resolution No. 2015-03-10-1201, Council adopted the City/SJCOG Cooperative Agreement, which provided up to $14,500,000 in Measure K bond funds for the Thornton Road project.  Principal and interest on the bond funds will be paid back through the collection of future Measure K revenues.

 

On May 19, 2015, Council approved an Amendment to the Professional Services Master Contract with Stantec to update the plans, specifications, estimate, and environmental document.  Stantec reviewed the environmental documents from 2007, and determined that the project is still adequately represented by the existing environmental document, and no further action is required. Part of Stantec’s scope of work included an analysis of existing and future traffic volumes to re-confirm the need for six lanes.  The results of the traffic analysis showed that estimated traffic volumes could be accommodated with four lanes for the foreseeable future.  Therefore, the roadway was designed such that it will be striped for four lanes with wider bicycle lanes that are separated from vehicle lanes by a striped buffer.  Minor landscaping, signal improvements, signing, and striping are also included.  The project design provides a more complete street type facility with the inclusion of buffered bicycle lanes to encourage the use of another transportation mode choice.  The pavement will be wide enough to transition to six vehicular travel lanes with conventional bicycle lanes in the future when required.  The project also includes a public art component titled “Transcending Vessels”.  This artwork, consisting of three elevated “vessels” which represent Stockton’s historic relationship with Stockton waterways, will be a gateway feature in the northern section of the project.

 

The section of roadway from Mosher Slough to Pershing Avenue is located within the unincorporated San Joaquin County.  San Joaquin County (County) has agreed to participate in widening their section of Thornton Road, including paying for construction management costs associated with their segment.

 

On July 26, 2016, Council adopted Resolution No. 2016-07-26-1212, which authorized the City Manager to execute a Construction Contract with Goodfellow Top Grade Construction, LLC for construction of the project.  Council also approved a Cooperative Agreement with San Joaquin County that obligates the County to pay their fair share cost for construction of the project in County jurisdiction.  The County will also pay their fair share cost for construction management services.

 

 

 

Present Situation

 

Due to the size and scope of this project, the City does not have the sufficient staff resources to manage and administer construction operations.  Therefore, consultant construction management services are required to supplement staff and to ensure that the project is constructed according to the contract documents and City standards. 

 

On April 21, 2016, the City advertised a RFP for construction management services for the Thornton Road Widening project.  Only one firm responded.  The RFP was subsequently re-advertised on June 6, 2016, and four proposals were received from the following four engineering firms: 

 

                     Psomas (Roseville, CA)

                     Parsons Brinkerhoff (Antioch, CA)

                     NV5, Inc. (Manteca, CA)

                     Caltrop (Sacramento, CA)

 

A Selection Committee comprised of representatives from Public Works evaluated and ranked all proposals based on each firm’s understanding of the project, experience with similar kinds of work, qualifications of staff, project approach, and cost proposal.  The Selection Committee evaluation process included interviews with each firm.  Psomas received the highest ranking based on the above noted criteria, and was determined to be the most qualified firm for this project. 

 

Staff has negotiated a suitable fee with Psomas for construction management services for the Thornton Road Widening project.  Staff recommends Council approve a motion to award a Professional Services Contract in the amount of $1,193,360 to Psomas for construction management services for the Thornton Road Widening project (Attachment C).  The negotiated fee is approximately 10.3 percent of the cost of construction, which is reasonable for a project of this size and complexity.  It is anticipated that construction will begin by the fall of 2016, and be substantially completed by the end of 2017.

 

Financial Summary

 

This project is fully funded with Measure K Renewal bond funds that have been secured and appropriated.  There is no local match requirement.  There is sufficient funding in the project account (PW1428, 080-3020-640) to award a Professional Services Contract, in the amount of $1,193,360 to Psomas.  Remaining account funds will be used for contingencies, change orders, and staff costs.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
