Adopt a resolution approving the appointments of three (3) City Council Salary Setting Commissioners for a term commencing January 1, 2017 and terminating December 31, 2020.

Summary
At the election of March 7, 2000, the Stockton City Charter was amended to establish the City Council Salary Setting Commission to make recommendations relating to salaries and benefits for members of the City Council, including the Mayor, as provided in article IV, section 410 of the City Charter. Charter section 1912(b) requires that the Civil Service Commission appoint the members of the Salary Setting Commission for regular terms of four (4) years, commencing on January 1 of each odd-numbered year and expiring on the last day of December of the second even-numbered year.
This Commission consists of six (6) members, who must be qualified electors of the City of Stockton during their terms of office.
DISCUSSION
Background
There is currently one vacancy due to the resignation of Commissioner Shellie Lima, who was appointed to the Civil Service Commission on May 5, 2015. Two additional vacancies will occur due to the December 31, 2016 term expirations of Commissioner John McGaughey and Commissioner Marcos Glaros. Both Commissioners will serve out their terms and have not reapplied for consideration.
The City Clerk has completed the recruitment to fill these vacancies and as a result have received six (6) applications. All six (6) applicants have been invited to attend the Civil Service Commission meeting to participate in the interview process. The following is the list of applicants:

Present Situation
This afternoon the Civil Service Commission will proceed with the following method for appointment pursuant to Council Policy Chapter 3.02:
A. From the list so provided to the Commission, each Commissioner, including the Chair, will rank the applicants for each Commissioner such that the number of applicants that each Commissioner ranks will be one number greater than the number of vacancies and/or the number of Commission members whose terms will be expiring. (This will likely avoid tie votes.) For example, if there is only one vacancy or only one term expiring, the Commissioner’s first choice for appointment will be ranked with the number “2” and the Commissioner’s second choice with the number “1.”
B. After the Commission has ranked the applicants, the City Clerk will tally the rankings and the applicant(s) receiving the highest number(s) would, subject to Commission ratification, be appointed. If there is a tie, then the process described in A above will be repeated only as to the applicants who are tied.
The City Clerk will present the resolution upon appointment of the individuals selected for their term to commence on January 1, 2017, and ending on December 31, 2020.
