Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specifications for Accountant I/II/Senior. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended classification specifications and file with the Secretary of the Commission.

 

DISCUSSION

 

Background

These changes are the result of a recommendation from the Administrative Services Department (ASD). ASD has requested that Human Resources make updates to the classification specifications to bring it up to date with the current needs of the department. ASD has recommended to update the minimum qualifications of the Accountant series in order to assist them in attracting qualified applicants when recruiting for this position. The Accountant series is a critical position in the City and ASD recommends that these changes be made in order to facilitate and align the recruitment of qualified employees.

 

Present Situation

The updates include amending the minimum qualifications to require all applicants to have completed at least eighteen (18) semester units or equivalent quarter hours in accounting subjects. The amendments also include allowing candidates who do not have a degree, but are currently enrolled in their last semester or quarter of a Bachelor’s degree program in accounting, finance, business administration, or a closely related field to qualify at time of application.

 

The draft classification specifications amendments were provided to the Stockton City Employees’ Association on June 22, 2016 for review and concurrence. SCEA had no objections to the proposed classification specification amendments.
