RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the filing of Notice of Exemption No. CE003-15 under the California Environmental Quality Act (CEQA) for the Fire Station No. 10 Driveway and Parking Lot (Project No. PW1412).

 

2.                     Approve the plans and specifications for the Fire Station No. 10 Driveway and Parking Lot (Project No. PW1412).

 

3.                     Transfer funding from the Fire Station No. 6 Apparatus Bay Exhaust Fan Installation (Project No. PW1511) in the amount of $30,000 to the Fire Station No. 10 Driveway and Parking Lot (Project No. PW1412), and cancel the Fire Station No. 6 Apparatus Bay Exhaust Fan Installation project.

 

4.                     Award a Construction Contract in the amount of $119,090.75 to Robert Burns Construction, Inc. of Stockton, CA, for the Fire Station No. 10 Driveway and Parking Lot (Project No. PW1412).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Fire Station No. 10 is located at the northwest corner of Brookside Road and Feather River Drive (Attachment A - Vicinity Map).  The asphalt driveway and parking lot at Fire Station No. 10 have failed.  Replacement of the driveway with portland cement concrete (PCC) and extensive repair of the parking lot is required.  This project was previously approved and is included in the FY 2014-2019 Capital Improvement Plan.  The City retained Wong Engineers, Inc. of Stockton, CA, to prepare the plans, specifications, and estimate for construction of the project. 

 

On April 14, 2016, the City received seven bids for the construction of the Fire Station No. 10 Driveway and Parking Lot project.  The recommended resolution will approve the plans and specifications for the project, and award a Construction Contract to the lowest responsive bidder, Robert Burns Construction, Inc. (Stockton, CA), in the amount of $119,090.75.

 

The resolution will also approve transferring of additional funding from a project at Fire Station No. 6 that is no longer needed, and the filing of Notice of Exemption No. CE003-15 under CEQA.  It is anticipated that construction will be completed by winter 2016. 

 

The Local Employment and Local Business Preference Ordinances are applicable to this contract.

 

DISCUSSION

 

Background

 

Fire Station No. 10 is located at the northwest corner of Brookside Road and Feather River Drive.  The asphalt driveway and parking lot at Fire Station No. 10 have failed, due to heavy vehicle loading and inadequate base strength.  Replacement of the driveway with PCC and extensive removal and replacement of the parking lot asphalt is required.  This project is included in the FY 2014-2019 Capital Improvement Plan.  The City retained Wong Engineers, Inc. of Stockton, CA, to prepare the plans, specifications, and estimate for construction of the project.  The project was advertised for bids on March 17, 2016.

 

Funding was previously approved for the Fire Station No. 6 Apparatus Bay Exhaust Fan Installation (Project No. PW1511) in the amount of $30,000.   Air quality testing at Fire Station No. 6 has determined that this project is no longer necessary and the funding is available for reallocation to the Fire Station No. 10 Driveway and Parking Lot (Project No. PW1412) project.

Both the Local Employment Ordinance (Stockton Municipal Code section 3.68.095) and the Local Business Preference Ordinance (Stockton Municipal Code section 3.68.090) apply to this contract.  The low bidder, Robert Burns Construction, Inc., has a Stockton address, but is actually located in the unincorporated San Joaquin County.  The second low bidder, Rodgers Construction & Engineering Company, Inc., is located in the City of Stockton.  Applying a two percent bidder preference to the original bid amount from Robert Burns Construction, Inc., and a five percent bidder preference to the original bid amount of Rodgers Construction & Engineering Company, Inc. (Stockton, CA) does not change the bid order.  Therefore, Robert Burns Construction, Inc. remains the low bidder for the project. 

 

The bid from Robert Burns Construction, Inc. is responsive and regular in all respects.  Robert Burns Construction, Inc. has the proper license to perform the work.  Staff recommends awarding the Construction Contract to Robert Burns Construction, Inc. in the amount of $119,090.75.  It is anticipated that construction will be completed by winter 2016.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is exempt from the requirements of CEQA as specified under Article 19, Section 15301, Class 1, of the CEQA Guidelines. 

 

FINANCIAL SUMMARY

 

The FY 2015-2020 Capital Improvement Plan included a project to replace the apparatus bay exhaust fan at Fire Station No. 6 (PW1511; 301-3020-640).  Air quality testing at Fire Station No. 6 has determined that this project is no longer needed.  It is recommended that this project be canceled, and funding of $30,000 be transferred to Project No. PW1412.  With the transfer of the additional funding, there are sufficient funds available in the Fire Station No. 10 Driveway and Parking Lot (Project No. PW1412) to award this contract.  The remaining funding over the contract amount will be used for staff costs and construction contingency.

 

There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended actions.
