ADOPT A MOTION APPROVING SPENDING PLAN FOR COUNCIL ONE TIME FUNDS FOR RECREATION FACILITY UPGRADES

RECOMMENDATION

 

It is recommended the City Council adopt a motion approving the use of appropriated one time funds in the amount of $400,000 to be allocated in accordance with the proposed spending plan for recreation facility upgrades or a single larger recreation facilities project.  It is further recommended that the City Manager be authorized to take necessary and appropriate action to carry out the purpose and intent of this motion.

Summary

 

In December 2015, the City Council adopted Resolution 2015-12-08-1502 amending the Fiscal Year 2015-16 General Fund budget. Included in the resolution was the appropriation of one-time funds for a variety of purposes including $400,000 to upgrade Recreation facilities. Staff was directed to prepare a spending plan for these one-time funds and return to the City Council to present recommendations. Staff has analyzed the needs within the Department and developed the attached recommendations (Attachment A - Proposed Recreation One Time Funds Projects 2015-16).

 

DISCUSSION

 

Background

 

On December 8, 2015, the City Council received a budget status update report for the General Fund projecting an ending available balance of $42 million as of June 30, 2015. Staff recommended, and the City Council adopted, a resolution appropriating $8,500,000 of the available balance to use as one time funding in several specific areas. One of those appropriations was made to the Community Services Department Recreation Division in the amount of $400,000 for Recreation facility upgrades. Community Services staff was directed to return to council with an expenditure plan for the funds.

 

Following adoption of the Resolution, staff reviewed existing recreation facilities projects included in the 2015-16 Capital Improvement Plan (CIP) that do not have identified funding and are aligned with Council priorities to develop a spending plan for the one-time appropriation. Staff conducted an assessment of recreation fields and facilities to determine which have the greatest repair needs. The prioritization and selection of the recommended projects included the following considerations:

 

                     Citizen health and safety.

                     Improvements that enhance the ability to generate revenue from frequently rented sports fields and facilities.

                     Support for youth and quality of life.

                     Ensuring that supported projects are spread broadly and geographically throughout the City.

 

The recommendation includes two alternatives for spending the appropriation on a single, larger project. 

 

Present Situation

 

The City Council has appropriated $400,000 in one-time funds for Recreation facility upgrades. Staff has developed a recommended spending plan and two alternatives for those funds and is seeking City Council approval for the plan. The recommended plan is composed of a variety of smaller projects spread geographically and functionally throughout the City. The alternative plans focus specifically on the needs of the Stockton Soccer Complex as defined in the CIP.

 

FINANCIAL SUMMARY

 

Adopting this motion will authorize the City Manager to move forward on the projects and priorities listed in the attached Schedule, not to exceed the $400,000 General Fund appropriation made by Council on December 8, 2015, to the 301 Capital Projects Fund.  No additional appropriation is necessary.
