Staff recommends that the City Council adopt a resolution appointing five members to the Community Development Committee with two appointments to begin October 1, 2015 and ending September 30, 2019 and three appointments to begin October 1, 2015 and ending

Summary

 

Due to the resignation of District 4 representative Rosie Bachand in September of 2014, and the term expirations for four current members: Sally Wooden, Hugo Haro, Michelle DiGuilio, and LaJuana Bivens, which expired on September 30, 2015, there are currently five vacancies on this Committee.  The current members have been invited to apply for reappointment.

 

DISCUSSION

 

Background

 

The Community Development Committee is a seven-member advisory committee that provides the Council with recommendations on the planning and use of funds that the City receives from the U.S. Department of Housing and Urban Development, including Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grant funds.

 

As provided for in the Council-adopted Citizen's Participation Plan, appointments to the Community Development Committee are made by each member of the six Councilmembers and the Mayor.  Appointments are for four years, except when an appointee is filling the remaining term of a vacant position. The only requirement to serve on the Committee is that the applicant must be a resident of the City of Stockton.

 

Present Situation

 

There are currently five vacancies on the Community Development Committee. One vacancy stems from a resignation by the District 4 appointment and the remaining four vacancies are due to expired terms in Districts 1, 2, 5 and the Mayor’s appointment.  A recruitment process was initiated on May 12, 2015 and applications were accepted through June 11, 2015.  The City placed a notice in The Record soliciting applications for the vacancies. The notice was also posted on the City's website.  The recruitment process resulted in the submittal of 16 applications. The 16 applications were forwarded to the Mayor, and appropriate Councilmembers for consideration and selection.

 

The following applicants have been selected for appointment subject to Council approval:

 

Randy Burns                                          - Mayor Silva

Melvin Boles                                           - Councilmember Holman, District 1

Sally Wooden                     - Councilmember Wright, District 2

Michael Blower                      - Councilmember Zapien, District 4

Michael Marino                      - Councilmember Fugazi, District 5

 

To align the appointment terms with the appointing Councilmember and to coincide with the grant funding process, staff is recommending the following terms of appointment:

 

                     District 1 and 5 appointments: October 1, 2015 - September 30, 2019

                     Mayor, District 2 and 4 appointments: October 1, 2015 - September 30, 2017

There is no financial impact to the City for this action.
