RECOMMENDATION

 

It is recommended that the City Council approve a resolution to:

 

1.                     Authorize the City Manager to approve the filing of Notice of Exemption No. MUD-CE-3-15 under the California Environmental Quality Act (CEQA) for the Weston Ranch Stormwater Pump Station Trash Rack Repair (Exhibit 1 to Resolution.)

 

2.                     Approve the plans, specifications, and addenda for the Weston Ranch Stormwater Pump Station Trash Rack Repair.

 

3.                     Award a Construction Contract to NMI Industrial Holdings, Inc. of Sacramento, California, in the amount of $124,049 for the Weston Ranch Stormwater Pump Station Trash Rack Repair Project (Exhibit 2 to Resolution.)

 

It is further recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) operates and maintains several stormwater pump stations throughout the City. This Weston Ranch stormwater pump station is located at Mist Trail Drive and was constructed in 1989 to discharge stormwater runoff from the surrounding area into the San Joaquin River.  To keep large trash and other floatables out of our waterways, the pump station has a trash rack built into the pump station wet-well. Several of the trash rack’s components have worn out and must be refurbished and replaced. 

 

If approved, this action will approve filing of the Notice of Exemption, the plans, specifications, and addenda; and will authorize the City Manager to execute a construction contract with NMI Industrial Holdings, Inc. of Sacramento, California, in the amount of $124,049.

 

DISCUSSION

 

Background

 

MUD operates and maintains a total of 73 stormwater pump stations throughout the City.  The majority of the pump stations were built during late 1980’s or early 1990’s. The Weston Ranch pump station was built in 1989. Many of the components of the existing trash rack grating must be removed and replaced including support beams, stiffener plates, frames and other corroded components. Additional work is necessary to grout and repair damaged concrete areas where the trash rack components are anchored at interior or exterior walls. 

 

Present Situation

 

On May 3 and 4, 2015, MUD advertised the project in the Stockton Record and on the City’s Bid Flash webpage.  Additionally, a Notice to Contractors was sent to 139 contractors holding Class “A” licenses.

 

A non-mandatory pre-bid conference was held on May 7, 2015, with two prospective bidders attending.  On Thursday, June 4, 2015, three sealed bids were received and publicly opened by the City Clerk with the following results:

The bid submitted by NMI Industrial Holdings, Inc. of Sacramento, is the lowest responsive bidder, with minor irregularities of “Unit Price” not listed in Exhibit A, and the sum of Bid Items 1 through 7 showing an incorrect “Total Bid” amount.  The correct “Total Bid” amount was determined to be $124,049.

 

The contract Specification Section 00100 - Instructions to Bidders, Subsection 14.0 - Bid Prices states: “If the sum of two or more items in a bidding schedule does not equal the total amount quoted, the individual item amounts shall govern and the correct total shall be deemed to be the amount bid.” Therefore, staff recommends awarding of the contract to NMI Industrial Holdings, Inc. for $124,049.

 

Environmental Clearance

 

It has been determined that this action/project is exempt from the requirements of the California Environmental Quality Act (CEQA) and has been granted a "Categorical Exemption" under Article 19, Section 15302(c), Class 2 of the CEQA Guidelines.

 

LOCAL EMPLOYMENT ORDINANCE

 

The contract amount for this project is more than $100,000 and is subject to the Local Employment Ordinance (Stockton Municipal Code, Section 3.68.095).

 

FINANCIAL SUMMARY

 

Funds for this project in the amount of $124,049 have been budgeted and are available in account 447-7783-670 (Capital Improvement Program (CIP) Storm Pump Station Improvements).

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
