RECOMMENDATION

 

It is recommended that the City Council adopt a resolution approving findings which support and justify a sole source exception to the competitive bidding process and authorize the City Manager to execute a Memorandum of Understanding (MOU) between the City and Community Partnership for Families of San Joaquin (CPFSJ) in the amount of $135,000 for administrative and program delivery costs, including services provided to the City in support of the Office of Violence Prevention.

 

It is further recommended that the resolution authorize the City Manager to take all necessary and appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The MOU between the City and CPFSJ is to provide services and programs to assist individuals and families across the County to access resources that are uniquely developed in a comprehensive plan designed to help them achieve self-sufficiency (Exhibit 1 to the Resolution).

 

The proposed motion will also authorize the City Manager under Stockton Municipal Code Section 3.68070 for an exception to the competitive bidding requirements in cases where the Council has approved findings which support and justify exemptions to the competitive bidding process and award a sole source MOU between the City and CPFSJ.

 

DISCUSSION

 

Background

 

Since 1998, CPFSJ has partnered with neighborhood groups, faith-based organizations, schools, businesses, and public and private health agencies-to improve the quality of life of families by working to end the vicious cycle of generational poverty that has plagued San Joaquin County.

 

CPFSJ provides accessible and responsible family-friendly services through five Family Resource Centers. These centers provide services tailored to the need of the families living in the neighborhood such as, financial building classes, health education classes, free income tax services, improving credit, banking, job readiness, housing, and perform support services for youth who are at risk of violence and other criminal activity in an effort to reduce juvenile crime and delinquency.

 

CPSFJ has developed a unique comprehensive method in assessing and delivery of resources that not only work with individual needs, but provides a strategic approach in working with the entire family to meet the necessities of each family member as well as bring in resources from other collaborative partners that affect the well-being of the family.

 

CPFSJ services are results-oriented and support families and the larger community’s quest towards financial self-sufficiency. Infusing this approach, known as Family Strengthening <http://www.cssp.org/> approach, is the key to breaking cycle of generational poverty.

 

Present Situation

 

CPFSJ is distinctive in that this agency’s staff composition can speak over 14 languages.  As a result, this team has effectively reduced the communication barrier that so many individuals and families have in accessing needed resources and services.  The make-up of employees at CPFSJ staff reflects the diversity of our community: CPSFJ represent Caucasian, African American, Latino, Asian, South Asian, Southeast Asian and Middle Eastern.

 

In addition to the ethnic diversity of CPFSJ staff, this agency can deliver a strategic plan that not only assists individuals, but works together with other non-profit agencies, faith based organizations, criminal justice agencies, schools, neighborhood groups and public and private organizations.

 

The Stockton Municipal Code Section 3.68.070 provides for an exception to the competitive bidding requirements in cases where Council has approved findings which support and justify exemptions to the competitive bidding process.  One of the circumstances for these exemptions is a single source vendor pursuant to Stockton Municipal Code Section 3.68.070 (A)(4).

 

Findings

 

Stockton Municipal Code Section 3.68.070 authorizes the City Council to award contracts without requiring a competitive bid process in those cases where facts exist which would support and justify a sole source exception.  In this item, the following facts exist which, if adopted by the City Council, would constitute sufficient justification for authorizing the execution of an MOU as a sole source exception.  The proposed factual findings to support this MOU are as follows:

 

1)                     CPFSJ has demonstrated to the City that they have the capacity and desire to partner with the Office of Violence Prevention to ensure that the youth prevention and intervention components of the Marshall Plan are implemented and support the sustainability and expansion of the City of Stockton’s Operation Peacekeeper Program.

 

2)                     CPFSJ has demonstrated to the City that they have the expertise to provide an array of services, which will include literacy programs, mediation, employment referrals, financial skill building classes, and counseling for at-risk youth to reduce and/or prevent criminal activity.

 

3)                     CPFSJ has the ability to bring together sectors from various existing community organizations such as the faith community, schools, neighborhood groups, other non-profit organizations, public and private health agencies, social services, criminal justice agencies and city and county government agencies to work collaboratively to affect the well-being of families living in San Joaquin County.

 

4)                     CPFSJ has developed a comprehensive approach in assessing and providing services to meet the needs of each unique family, such as: job finding, health care, childcare, establishing bank accounts, improving credit scores, as well as providing social and emotional support.

 

Based on these findings, staff recommends awarding a $135,000 to CPFSJ and executing a MOU between the City and CPFSJ to provide services and programs to assist individuals and families across the County to access resources that are uniquely developed in a comprehensive plan designed to help them achieve self-sufficiency.  The scope of the MOU includes building strong and resourceful families, building financially self-sufficient-families and working successfully to reduce juvenile crime and delinquency.

 

FINANCIAL SUMMARY

 

There are sufficient funds appropriated in the General Fund budget in account 010-0131-510 to cover the cost of $135,000 for this proposed FY 2015-16 MOU between CPFSJ and the City.

 

It is recommended that the City Manager be authorized to take all necessary and appropriate actions to accomplish the intent of this Resolution.
