RESOLUTION APPROVING THE FILING OF NOTICE OF EXEMPTION NO. CE008-15 FOR THE 2014 SANITARY SEWER MAINTENANCE HOLE REHABILITATION (PROJECT NO. M15004), APPROVING THE PLANS AND SPECIFICATIONS, AND AWARDING A CONSTRUCTION CONTRACT TO SOCAL PACIFIC CONSTRUCTION CORP., IN THE AMOUNT OF $310,740

RECOMMENDATION
It is recommended that the City Council adopt a resolution authorizing the City Manager to:
1. Approve the filing of Notice of Exemption No. CE008-15 under the California Environmental Quality Act (CEQA) for the 2014 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M15004).
2. Approve the plans and specifications for the 2014 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M15004).
3. Award a Construction Contract in the amount of $310,740 to SoCal Pacific Construction Corp., of Murrieta, CA, for the 2014 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M15004).
It is also recommended that the City Manager or his designee be authorized and directed to execute all documents, including, but not limited to agreements and amendments.
It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary
The Municipal Utilities Department (MUD) has identified 59 sewer maintenance holes throughout the City that are severely deteriorated. The 2014 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M15004) addresses this deterioration by repairing and sealing the interior surface of the 59 sewer maintenance holes.
On May 7, 2015, the City received seven bids for the project. Award of the contract to the low bidder, SoCal Pacific Construction Corp., in the amount of $310,740, is recommended. It is also recommended that Council adopt a resolution authorizing the filing of Notice of Exemption No. CE008-15 under CEQA. Construction is anticipated to be completed by the first quarter of 2016.
DISCUSSION
Background
MUD performs inspections of City maintenance holes in order to determine those in need of urgent repair, and has identified 59 sewer maintenance holes that are severely deteriorated. Public Works and MUD staff has concluded that isolated repairs followed by application of a sealant coating to the interior surface of the maintenance holes is the optimal rehabilitation method. This method allows the rehabilitation to be done with minimal excavation and impact. This is anticipated to extend the maintenance hole service life a minimum of 25 years. The 2014 Sanitary Sewer Maintenance Hole Rehabilitation (Project No. M15004) is designed to eliminate infiltration, repair voids, restore structural integrity, and provide corrosion protection to maintenance holes with significant integrity concerns. Rehabilitation of the 59 maintenance holes includes removing corroded or dilapidated material, performing necessary preparatory repairs, and applying monolithic epoxy coating to the wall surfaces of the existing maintenance holes throughout the City (Attachment A).
Public Works’ staff completed the preparation of plans and specifications for this project in early spring, and the project was advertised on April 2, 2015.

Both the Local Employment Ordinance (Stockton Municipal Code Section 3.68.095) and the Local Business Preference Ordinance (Stockton Municipal Code Section 3.68.090) apply to this contract. Diede Construction, Inc. is located within San Joaquin County, and a two percent bidder preference has been applied to their original bid amount. This adjustment does not change the bid order.
The bid from SoCal Pacific Construction Corp., the lowest responsive bidder, is regular in all respects. SoCal Pacific Construction Corp., has the proper license to perform the work. Staff recommends Council approve a motion authorizing the City Manager to execute a Construction Contract to SoCal Pacific Construction Corp., in the amount of $310,740, for the 2014 Sanitary Sewer Maintenance Hole Rehabilitation project (Exhibit 2 to the Resolution). It is anticipated that construction will be completed by the first quarter of 2016.
This project is in conformance with the City’s General Plan, pursuant to California Government Code Section 65402, and is exempt from the requirements of CEQA as specified under Article 19, Section 15301, (Existing Facilities) Class 1, and Section 15302, (Replacement or Reconstruction) Class 2, of the CEQA Guidelines. Staff recommends Council adopt a resolution authorizing the filing of Notice of Exemption under CEQA.
FINANCIAL SUMMARY
Sufficient funds are available in Account No. 437-7702-670 (CIP - Wastewater/Sanitary System Repairs) to cover the cost of this project.
The City Manager is authorized to approve these actions that are necessary and appropriate to carry out the purpose and intent of the resolution.
There is no impact to the City’s General Fund or to any other unrestricted fund as a result of taking the recommended action.
