DISCUSSION

 

BACKGROUND

Civil Service Rules and Regulations for Police and Fire Employees Rule VII, section 5 (d) details the rules regarding the certification of Police Officer Trainee, Police Officer Recruit, and Fire Fighter Trainee by the Civil Service Commission.

 

PRESENT SITUATION

Amend section 5 (d) to strike the language requiring that two (2) weeks prior to completion of the Academy, appointments will be certified by the Civil Service Commission.  Current appointments for Police Officer or Fire Fighter are probationary status upon successful completion or graduation of their respective academies. The two week requirement is antiquated and creates unnecessary delays in Police Officer or Fire Fighter probationary status appointments.

Attached for your information and review is a copy of the red lined and final rule amendment. The affected bargaining units have been advised of the date and time of the public hearing, and have been invited to discuss the impact of the rule amendment, if any, with their unit members.

 

AUTHORITY

Stockton Municipal Code section 2.36.030 states “It shall be the duty of the Civil Service Commission to Establish Rules and Regulations: To adopt, amend or repeal rules for the administration of the Civil Service System.”  Therefore, this amendment is being proposed in accordance with section 2.36.030.
